Rwanda: Statement by the Spokesperson on the summoning of Rwanda’s ambassador to the EU

21.02.2025 EEAS Press Team

The European Union has today summoned the ambassador of Rwanda to the EU due to the ongoing offensive of the Rwanda Defence Force (RDF) and M23 in the eastern Democratic Republic of the Congo (DRC).

The EU strongly condemns this offensive, which constitutes a violation of the ceasefire decided under the auspices of the Luanda process and a continued use of force against the DRC’s territorial integrity. The Government of Rwanda must immediately withdraw all RDF troops from the DRC territory and stop supporting the M23 and any other armed group.

We urge Rwanda and all parties to the conflict to immediately cease all hostilities and return to dialogue. The EU fully supports African-led efforts to reach a peaceful resolution to the conflict.
