"It is a unique opportunity to immerse myself in a demanding and challenging environment." - Mafalda Siqueira

The Central African Republic (CAR), torn by years of conflict, poverty, and instability, presents unique challenges. With fragile infrastructure and a constantly shifting political landscape, Mafalda’s work requires close collaboration with local authorities to align EUAM RCA’s objectives with the country’s recovery priorities. “In such volatile environments -, where security is fragile and political dynamics are constantly shifting, having a clear understanding of the local context is crucial for making well-informed decisions,” Mafalda explains. Her ability to navigate the country's sensitivities requires patience, flexibility, and a deep understanding of the local culture.
My experience in public administration roles has given me a broad perspective on security and defense issues.
Mafalda’s career spans over 20 years in key positions within the Portuguese public administration, including the Ministry of the Interior, Ministry of National Defense, Ministry of Foreign Affairs, and the Prime Minister’s Cabinet. This diverse experience has equipped her with invaluable knowledge of security, defense, and international relations, which she now applies to the EU mission in CAR. “My experience in public administration roles has given me a broad perspective on security and defense issues, and now I’m able to leverage that to support the EU Common Security and Defence Policy (CSDP) mission,” she reflects. Her expertise ensures that EU policies and operations are effective and relevant to CAR’s long-term stability.
This mission holds particular significance for Mafalda, as it marks her first time working abroad and her first experience in a CSDP mission. “This is my first overseas posting, and I saw it as a unique opportunity to immerse myself in a demanding and challenging environment,” she says. The chance to work on security sector reform and contribute to EU external action in fragile states was a driving force behind her decision.
Living in CAR, Mafalda is surrounded by a culturally vibrant society, yet burdened by the effects of conflict and poverty. The Central African Republic's warm and resilient people, rich traditions, and lively, colorful markets stand as a testament to its deep cultural heritage, offering a striking contrast to the challenges of daily life. "Working in the Central African Republic is a challenge and requires patience and flexibility,” Mafalda acknowledges. Balancing diverse priorities and overcoming operational challenges is crucial to the mission’s success, supporting sustainable institutional development in CAR.
It’s not always easy, but it is possible.
As a mother of three, Mafalda understands the challenges of balancing family life with an international career. “It’s not always easy, but it is possible,” she says. Her ability to manage the demands of family and a high-stakes international career speaks to her resilience and determination. Her advice to women considering similar paths is simple: “Be prepared for challenges, but also for immense personal and professional growth. Seek support networks, both at home and within your professional environment, and believe in your capabilities.”
In conclusion, Mafalda’s work with EUAM RCA underscores the dedication, resilience, and adaptability essential for success in high-risk international missions. “Working in such a challenging environment requires these qualities, but it also offers a unique opportunity for women to make a meaningful impact—shaping policies and contributing to security and stability in fragile contexts,” she reflects. Despite the difficulties, women’s participation in CSDP missions is invaluable, bringing diverse perspectives and strengthening efforts towards long-term stability. Through her work, Mafalda continues to play a key role in shaping EU foreign policy and advancing the long-term stability of the Central African Republic.
