Meet Madalina Argesanu, a Romanian national and the Head of HR Section at EUCAP Somalia, who has had a remarkable career spanning multiple organizations and missions, including the United Nations Mission in Kosovo, the Romanian Police, and the Romanian Anti-Corruption General Directorate. Her extensive experience in human resources, law enforcement, and international missions has shaped her professional principles and contributions to high-stakes, multicultural environments.

 

During her tenure with the United Nations Mission in Kosovo, Madalina gained invaluable exposure to international standards in policing and public service. Over four years, she improved recruitment processes, designed and delivered comprehensive training programs, and ensured officers were equipped to serve effectively in challenging conditions. Reflecting on this period, she remarked, "The experience not only enhanced my professional skills but also deepened my understanding of how international cooperation can raise policing standards."

In her homeland, Madalina served as a senior manager, where she applied scientific methods to job analysis and personnel selection. Her leadership was instrumental in advancing HR strategies within law enforcement agencies, from refining performance reviews and succession planning to improving pay structures and change management processes. Her role in establishing a psychologist network within the Romanian Police was a significant milestone. This initiative prioritized the mental health of officers, crime victims, and their families, embedding emotional well-being into the organization’s culture. As a certified psychologist, Madalina also led research to strengthen career development, promote inclusive leadership, and improve workplace fairness. She noted, “By integrating psychological insights, we laid the groundwork for a more compassionate and effective workforce.”

Currently serving in a Common Security and Defence Policy (CSDP) mission in Somalia, Madalina provides critical guidance on personnel and organizational matters in a high-risk environment. She values the unique opportunity to work alongside colleagues from diverse backgrounds, emphasizing that “an international organization truly thrives when it harnesses the creativity and resilience born from its differences.”

However, her commitment to international service has come with personal sacrifices. Long periods away from her family and the unpredictability of her role have placed strain on her home life. She openly acknowledges, “While my work is deeply fulfilling, it’s my family—especially my son—who has borne the consequences of my career. Their unwavering support has been the foundation of my success.”

Quoting Albert Einstein, she concludes, “‘I have no special talents. I am only passionately curious.’ This sentiment perfectly sums up my approach to life and work.”
