EUTM RCA hosts Portuguese delegation

 

On Sunday, October 20th, a delegation of the Portuguese National Defense Committee, led by the Chairman of the National Defense Committee, Pedro Manuel de Andrade Pessanha Fernandes, and the Portuguese Chief of Defense, General José Nunes da Fonseca, visited EUTM RCA, at its headquarters in Camp Moana.

 

Brigadier General Nicolae Gabriel OROS statement at the opening was spot on: "The contribution of the Portuguese nation in support of the reform of the security sector in the RCA is complex, numerous and extends beyond the EUTM family, to MINUSCA and EUAM structures where both numerically and especially through the importance of the positions occupied, Portugal demonstrates its will to seriously support the efforts of the international community to build a lasting and safe peace in this country ". I.e. Portugal has been in command of EUTM RCA three times in the past. This visit showed the ongoing commitment of Portugal to CAR, peace and the EU integrated approach.

During the meeting, the EUTM RCA Mission Force Commander elaborated on the main objectives of the mission, medium and short term projects, emphasizing the importance of the Strategic Advice and the Leadership Development pillars.

In the immediate period ahead, one of the important projects is the opening of the NCO school in Camp Kassai. With this infrastructure EUTM RCA will be better placed to contribute to building capable, accountable, and professional armed forces (FACA).

 

EUTM RCA

 

The European Union Training Mission in the Central African Republic (EUTM RCA) is a key component of the EU’s comprehensive approach to supporting the country. This approach encompasses political, security, humanitarian, and development actions. Established in 2016 at the request of the Central African government, EUTM RCA contributes to defense sector reform as part of a broader Security Sector Reform (SSR) process. It falls under the EU's Common Security and Defence Policy (CSDP), which allows the EU to take action on security challenges around the globe in support of partner countries. In close cooperation with other EU and international partners, such as the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) and the European Union Advisory Mission (EUAM), EUTM RCA provides advisory support to the Central African authorities in building capable, accountable, and professional armed forces (FACA).

 

The non-executive mandate of EURM RCA consists in the support of the Central African Republic authorities in the preparation and implementation of the upcoming Security Sector Reform by assisting the FACA to manage their situation and to build the capacity and quality needed to meet the goal of a future modernized, effective, ethnically balanced and democratically accountable FACA. EUTM RCA will deliver strategic advice to Central African Republic government as well as military and security authorities, education of FACA officers and NCOs as well as specialists.
