EUCAP Sahel Mali celebrated its 10th anniversary of commitment and support to Mali

On January 23rd, the Malian Internal Security Forces (ISF), the Malian Ministry of Justice, the European Union Delegation in Mali, the Member States of the European Union, international partners and civil society organizations celebrated together the 10th anniversary of the Mission. The ceremony took place at the Peacekeeping School (l’Ecole de Maintien de la Paix) in Bamako.

Since 2015, the Mission has contributed to strengthening the capacities of the ISF through training, advice, support and projects. EUCAP also supports the Department of Justice within the framework of its non-executive mandate.

During this decade, the Mission focused on human resources management and training policies. During the four successive mandates, its scope of action was expanded, in close consultation with Malian partners.

Representing the Minister of Justice, Mr. Najim Mohamed Maouloud, National Director of Judicial Affairs, highlighted the fruitful collaboration between the Ministry of Justice and EUCAP, which over the past 10 years has been a privileged partner. He welcomed the support for the printing of the Penal Code and the Code of Criminal Procedure as well as its Explanatory Manual, the printing of custody registers and the Justice House of Mopti. He concluded by saying that: "10 years of partnership deserve to be commemorated with joy."

The EUD Ambassador, Mr. Thomas Eckert, pleased with this fine cooperation between the EU and Mali, reiterated the EU's commitment to remaining alongside its Malian partner.

Mr. Peter Kolding, EUCAP Head of Mission, also welcomed this good collaboration. “I am aware of the responsibility we have towards our Malian partners. I can only thank them for their spirit of dialogue and constructive cooperation, which has led to concrete results. I can also confirm here that we will continue the work together, which aims to strengthen the capacities of the ISF and the rule of law for the benefit of the Malian population.” he added.

The trainings, more than 1,000 for the benefit of 16,000 trainees including 2,000 women, cover several areas: human rights and gender, ethics, interaction with the population, criminal investigation and border management.

In the area of equipment and infrastructure, the inventory clearly shows the completion of a series of structuring projects. These began in 2015 with the modernization of the ISF archiving systems and continued with the creation of a command room at the Bamako Regional Police Directorate, the Benena Border Police station, a center for victims of gender-based violence in four police stations, a radio transmission network between Bamako and the regions, an Inter-forces Center in Kouremale and the House of Justice in Mopti.

EUCAP Sahel Mali begins a new 2-year mandate in February 2025, a new commitment which implementation will be carried out in close collaboration with all the Mission's partners to achieve common objectives: Together for security and the rule of law.
