Gabriel Munuera Viñals is an EU career diplomat. He has an extensive experience in the Middle East and North Africa region, EU Headquarters and in various diplomatic postings overseas. Prior to this appointment, Gabriel served as Head of Division for the Arabian Peninsula, Iraq and Regional Policies at EEAS. He served as Deputy Head of EU Delegation to Turkey from 2016 to 2019. Between 2012 and 2016, he served as First Counsellor at the EU Delegation to Egypt. Gabriel worked as Desk officer for India at the EEAS from 2010 to 2012. From 2006 to 2010, he served as Head of Eco/Pol Section of EU Delegation to the Philippines. Earlier in his career, he worked at the UN Secretariat in New York as Political Affairs Officer (1994 to 1997). Ambassador Munuera Viñals holds a Master’s Degree in Law and Diplomacy from Fletcher School, Boston, USA and a Master’s Degree in Diplomatic Relations from Instituto Ortega y Gasset, Madrid, Spain.  He speaks Spanish (mother tongue), English, French and basic Arabic.

Message from the Ambassador

Dear visitor,

Welcome to the website of the EU Delegation to Yemen!

My name is Gabriel Munuera Viñals and I am the new Ambassador of the European Union to Yemen. I am honoured by my appointment although I fully realise the challenging task ahead. I take office as Yemen has entered its seventh consecutive year of a raging war that has claimed the lives of too many people. I am fully committed to helping end this tragedy, to bringing lasting peace and recovery to all Yemenis and to Yemen, a country with a rich heritage and an outstanding potential. I know that I can count on my fantastic team, European, regional and international partners, to support the UN Special Envoy’s efforts and to address the needs of all Yemenis. My role is also to contribute to deepening EU’s relation with Yemen at all levels. Prior to taking up this role, I served as Head of Division for the Arabian Peninsula, Iraq and Regional Policies at the European External Action Service (EEAS). I am therefore well aware of the complex Yemeni crisis, its multi-layered nature and its regional dimensions.

The top priority of the EU and its Member States in Yemen is to end the devastating war and help Yemenis to rebuild their country. To this end, we continue to work with Yemeni stakeholders, the UN Special Envoy for Yemen and regional and international actors. 

The EU is a longstanding partner of Yemen. Cooperation programmes have been a key pillar of our engagement. The EU is one of top donors in many sectors, including resilience, early recovery and livelihoods, but also humanitarian aid. Through our programmes we aim to address some of the immediate and long-term challenges Yemen faces.

I look forward to working with all Yemeni actors, Yemenis from all walks of life, as well as regional and international actors to advance peace in Yemen.

I sincerely hope that the conflict in Yemen will come to an end soon and that Yemenis will enjoy the lasting peace they deserve.
