The European Union and Togo
The European Union is by far the most important development partner for Togo. The European Union has based its development strategy in Togo on an in-depth political dialogue and the respect of mutual commitments. The EU has become a real political actor interested in conflict management and prevention, as well as in democracy and good governance.
“Global Gateway” at the heart of the EU-Africa partnership
The “Global Gateway” is the new European strategy to develop smart, clean and secure links in digital, energy and transport and to strengthen health, education and research systems around the world and particularly in Togo.
To put this strategy into action, the European Union will mobilize 300 billion euros by 2027 to support the financing of sustainable and quality infrastructure, while respecting the highest social and environmental standards, in accordance with values and standards of the European Union.
As announced during the EU-African Union Summit in February 2022, it was Africa which benefited from half of the funding committed, i.e. 150 billion euros.
Global Gateway with 5 priority sectors of action:
- digital (access to digital infrastructures, protective regulatory framework, skills development);
- climate and energy (renewable energies and management of critical minerals, sustainable agri-food systems, water/sanitation, waste management, preservation of ecosystems);
- transport (rail, road, port, airport networks, logistics centers and multimodal platforms, regulatory agreements and convergence);
- health (security of pharmaceutical supply chains, development of local production capacities);
- education and research (access to quality education and professional training, creation of academic and research networks).
The European private sector plays an essential role in operationalizing this strategy on the ground, through the identification, co-financing and implementation of projects.
Parties implement Global Gateway strategy
Global Gateway brings together the European Commission, EU Member States and their development operators as well as other major European financial institutions, including the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD ).
Team Europe in Togo
What is “Team Europe” in Togo?
It is first of all a desire to join forces so that our joint external action of the European Union and its Member States becomes more than the sum of its components. By working together and pooling our resources and expertise, we achieve greater efficiency and greater impact in Togo in the interest of the populations.
Team Europe was initially designed to ensure a coordinated and comprehensive response by the EU and its Member States to the COVID-19 pandemic and its consequences.
In Togo, the Europe team brings together the European Union and all EU member states and in particular the two present on Togolese territory, namely Germany and France.
What is Team Europe doing in Togo?
The Europe team in Togo leads joint cooperation. This means that on their respective desks, the Ambassadors of Germany, France and the European Union have the same cooperation program with the Togolese Republic until 2027.
JOINT EUROPEAN COOPERATION IN TOGO
The partnership between the EU, EU Member States and Togo is reflected in the joint cooperation strategy which aims to:
- Support the Government in the implementation of its strategies aimed at reducing poverty and the inclusive economic and social development of the country, in particular by promoting universal access to quality essential services;
- Contribute to democratic consolidation based on respect for human rights (including fundamental rights of workers) and the rule of law, to the process of decentralization, as well as to the modernization of the political, economic and social governance systems of the Togo;
- Strengthen the capacities of civil society to monitor government action and hold it accountable;
- Promote trade, investment and job creation, in particular by seizing the opportunities offered by regional and continental integration, the development of the digital economy and a circular economy as well as the agro-industrial potential of the country ;
- Support Togo in its strategies for adaptation and prevention of the harmful effects linked to climate change and protection of terrestrial and marine biodiversity;
The 2021-2027 joint cooperation of Germany, France and the European Union, and France is structured according to three priorities aligned with the Government's roadmap – Togo 2025:
- Human development and socio-economic inclusion;
- the development of sustainable agro-industries and the management of natural resources and the protection of biodiversity;
- The consolidation of a peaceful and resilient society.

PRIORITY 1 - HUMAN DEVELOPMENT AND SOCIO-ECONOMIC INCLUSION
Socio-economic inclusion and access to basic public services
The sustained growth that Togo has experienced in recent years has not yet translated into a significant reduction in poverty, a better distribution of wealth, or a balanced geographical distribution of development. Togo's Human Development Index (HDI) places the country in 162nd place in the ranking in 2022. This figure demonstrates the scale of the human development challenge in Togo, in its three dimensions: standard of living, health and education.
In this regard, the European Union and its Member States share the Togolese Government's conviction that human development in all its dimensions is a prerequisite for Togo's economic emergence. Togo's policies on access to water and sanitation, the internet, health and education are of fundamental importance in this regard.
European support aims to actively support the Togolese Government's measures in favor of human development and socio-economic inclusion in all their dimensions: health, education, water, sanitation, culture, but also energy and digital technology.
Access to basic social services and infrastructure
In Togo, the energy sector is characterized by insufficient supply (energy access rate of 50.3% in 2019 with more than 90% in urban areas and approximately 20% in rural areas).
In line with the government roadmap 2025, particularly with regard to the development of digital technology and the promotion of social development and inclusion mechanisms, European action aims to support the actions undertaken by Togo in order to generalize access to basic social services and infrastructure, with a view to enabling the emergence of a truly inclusive economy that creates decent employment, ensuring that no one is left behind, and based on respect for social and economic rights of the individual as well as gender equity.
Partnership with civil society
The European Union aims to increase the contribution of Civil Society Organizations (CSOs) in the process of participatory and inclusive local development. In this context, we promote the institutionalization of a structured dialogue between the EU, the Government, and Civil Society and Territorial Authorities.
Engagement with Civil Society is set out in a roadmap and emphasizes the promotion of an inclusive dialogue on the policies and issues of Civil Society, particularly organizations led by young people for the benefit of young people.
Gender equality
Togo and the European Union share the same vision of gender equality which is a fundamental value, a universally recognized human right. As part of the European Union's Gender Action Plan III (GAP III), our objective is to make gender equality a transversal and systematic priority of all the external actions that we carry out, as well as a subject central to the dialogue with our institutional and non-institutional partners.
Invest for Young Business in Africa (IYBA)
Togo is one of the 6 African pilot countries for the implementation of the TEAM EUROPE Initiative “Invest for Young Businesses in Africa” (IYBA) which aims to support more than 180 programs across Africa to help young African businesses to flourish through:
- Access to financing for start-ups in the seed and startup phase.
- Support for financial intermediaries and digital financing.
- An overall improvement in the investment climate and the entrepreneurial ecosystem.
PRIORITY 2 - SUSTAINABLE AGRO-INDUSTRIES AND NATURAL RESOURCE MANAGEMENT
The sustainable agribusiness sector is a promising lever for sustainable economic development for Togo, since it constitutes both the leading center for decent job creation and affects food and nutritional security.
Through the TEAM EUROPE initiative, European action makes it possible to support the new dynamic initiated by the government in the agricultural sector and to achieve the objectives currently assigned to EU external action.
European commitment helps support the increase in productivity and income of vulnerable populations through strengthening their means of production and agro-industrial processing as well as through the consolidation of agro-sylvo-pastoral and fisheries value chains. .
The question of the development of the latter being indirectly linked to those of environmental protection and the fight against the effects of climate change, the European Union and its Member States in line with the Green deal and its "farm to fork" strategy will promote, through their interventions in support of the agro-sylvo-pastoral and fishing industries, the sustainable management of natural resources (including forest resources and reforestation initiatives), the preservation, restoration and enhancement of biodiversity as well as reducing their vulnerability to climate and environmental risks.
Strengthening the private sector for job creation
The European Union and its Member States contribute to improving the business climate in order to encourage private investment in support of the agricultural sector and to support the emergence of an environment favorable to entrepreneurship and investment in abroad and the development of Very Small and Medium Enterprises (SMEs). These priorities are inseparable from the question of market access, the development of agro-industrial value chains and their integration into regional and global value chains. Facilitating access to local, African and international markets through adequate solutions to technical barriers to trade, particularly for women and young people, as well as the institutionalization of international norms and standards should also enable SMEs to access the European market and intensify trade relations with the EU. Particular emphasis will be placed on access to the market facilitated by the African Continental Free Trade Area (ZLECAF) in which Togo is resolutely committed and intends to play a leading role, particularly thanks to its deep-water port.
PRIORITY 3 - CONSOLIDATION OF A PEACEFUL AND RESILIENT SOCIETY IN TOGO
In line with the priorities of the Government's roadmap for 2025, European action aims to consolidate a peaceful and resilient Togolese society in Togo by supporting actions undertaken in the areas of security, democracy, strengthening citizen participation ( civil society), modernization of public administrations, good economic governance and decentralization.
EU support also targets regional, continental and international initiatives aimed at combating violent extremism, maritime security in the Gulf of Guinea and strengthening trust between security forces (police, gendarmerie and army). and populations.
Administrative and economic governance
The challenge of democratic consolidation in Togo is inseparable from the question of modernization and professionalization of public administration and its capacity to provide quality basic services that meet the needs of the populations. European action will support the continuation of the Government's reforms in governance, in particular for effective and transparent management of public finances, as well as in terms of crisis prevention and decentralization. With the creation of 117 municipalities and the holding, for the first time since 1987, of local elections in 2019, the decentralization process offers unprecedented opportunities in terms of sustainable development and citizen participation in the management of public affairs, and in particular that of women (12 female mayors out of 117).
