Water and Natural Resources Management Facility in Response to Climate Change in Vietnam (WARM)

1) To improve the resilience of communities in vulnerable areas to climate change; 2) To support and optimise environmental and social performance and gender equality of projects related to water and natural resources management in a context of climate change; 3) To support policy and strategic dialogue related to water and natural resources management.

Brief summary / description |
In coordination with Vietnamese central and local authorities, the Agence Française de Développement (AFD) will mobilize the WARM Facility to prepare and implement strategic infrastructure investment projects in the areas of water and natural resources management, in response to key local challenges such as flooding and coastal erosion, exacerbated by climate change. In addition, the experience gained from these projects will contribute to the policy dialogue on climate, environment and natural resource management. This facility is the first of its kind to be funded by the EU’s grant blended with AFD’s loan and implemented by AFD in Vietnam. The innovative programmatic approach allows for greater efficiency and project quality, serving programming that aligns with the priorities of the Vietnamese government and AFD. The projects under WARM facility are grouped into three themes, namely, urban resilience, coastal erosion, and integrated water resources management. The Facility includes four main components: 1) support for project preparation, 2) support for project implementation, 3) investment of loan agreements of the subprojects, and 4) sector policy dialogue and coordination.

Expected results |
The facility contributes to climate change adaptation by reducing the vulnerability level and harnessing options to climate change mitigation whenever possible. The projects under the WARM Facility will contribute to economic, social and environmental development of the local communities by enhancing resilience of vulnerable territories/cities to water-related climatic hazards.
