Climate-Resilient Urban Infrastructure in North-Centre Vietnam (CRUIV)

Overall objectives

 

To develop urban infrastructure that will promote the adaptation and resilience of local Vietnamese communities to negative climate change effects.

 

Specific objectives

 

1) Enhancing safety and security of individuals and reducing material losses caused by floods, through a reinforced drainage and protection system.

2) Upgrading service roads, especially those allowing effective evacuation and rescue operations of people directly affected by flood events.

3) Organizing wastewater collection and treatment in order to improve the local environment.

4) Strengthening capacity of urban administrations and agencies in ensuring the sustainability of investments, enhancing management and services efficiency, and ensuring an urban development, which accounts for social and environmental constraints and hence meets the requirements of the growing population and the rising living standards.

 

Brief summary / description

 

The project is designed to leave a large autonomy to each district regarding infrastructure investments implementation, following the Vietnamese government policy toward decentralisation, pooling the technical assistance supporting the five secondary towns of North-Central Vietnam to handle their project owner responsibility and to organize a common capacity building program benefiting to the maximum of staff.

The project consists of two main components:

1) Upgrading urban infrastructures and services: drainage system development, transport roads for evacuation and rescue in the event of floods, wastewater collection/treatment infrastructure, drinking water supply and production, waste intermediary storage.

2) Technical Assistance, Capacity Building and other consulting activities for effective project implementation. (EU Funded)

2.1) Technical Assistance for project management support.

2.2) Capacity building for local authorities. Focus on flood risk prevention, information system, land use planning, wastewater management.

 

Expected results

 

Developed solid waste treatment system, increased wastewater and water treatment capacity, and increased the number of households accessing better sewage network and water supply. The project will also endeavour to address gender equality into the different implementation components. Overall expected impact is to extend the 5 districts’ resilience to climate change, in particular to flooding events.

The project particularly contributes to expected results of the AIF by (i) increasing the control of climate change impacts, (ii) improving the waste water management and (ii) enhancing an integrated water management through related investments in infrastructure.
