Brief summary / description

The “Technical Assistance for the ARISE+ Programme in Vietnam” is a five-year project that contributes to the integration of Vietnam's economy into the global production chain through targeted support to both the public and private sectors. It supports the Government of Vietnam to reap the benefits of new regional and bilateral trade commitments, with a focus on the implementation of the EU-Vietnam Free Trade Agreement (EVFTA). This is the national Vietnam component of the “ASEAN Regional Integration Support Vietnam Trade-Related Assistance (ARISE Plus - Vietnam)” supporting regional economic integration under focal sector 1 of the 2014-2020 Multiannual Indicative Programme for Asia.

Activities will continue until 31 December 2023. Thereafter, the project will undergo final reporting, audit, evaluation and closure procedures.

Expected results

1) Enhanced compliance with Sanitary and Phytosanitary Standards to improve the safety of Viet Nam agro-food products and facilitate exports to the EU, including, for example:

• Guide for Good Agricultural Practices developed.
• 27 staff (12 m , 15 f) of laboratories trained, who increased their knowledge on pesticide quality, residues, heavy metals, and fertilisers.

2) A national quality infrastructure is in place that boosts competitiveness and addresses technical barriers to trade

Including for example:

• Training plan with the identified list of Conformity Assessment Bodies developed.
• Gap analysis of the local laws and regulations developed.
• Handbook on Technical Barriers to Trade requirements developed.

3) Comprehensive implementation of the EU-Viet Nam Free Trade Agreement, through a rapid response facility
