EU and UNODC joining hands to strengthen prosecutorial services in Kenya

International and national experts in prosecution, legal innovation and research were in Naivasha this week to share their experiences and best practices at a Strategic Planning Conference for the Office of the Director of Public Prosecutions (ODPP).

'On 26 & 27 August 2019, a high-level seminar was organised in Naivasha by the Office of the Director of Public Prosecutions, with assistance from the United Nations Office on Drugs and Crime (UNODC).  The event was made possible with funding from the EU Programme for Legal Empowerment and Aid Delivery in Kenya (PLEAD).

 

The objective of the conference was to present a series of international experiences from the EU, North America and Oceania with respect to the issue of the strengthening of Prosecutors' offices.  Special attention was paid to promoting alternative dispute resolution, in a broader context of prison overcrowding in many countries.

 

The Office of the Director of Public Prosecutions had requested the organisation of the seminar, in order to help inform the formulation of the Strategic Plan, which the ODPP is currently drafting, with a view to improving the organisation's overall performance.  The increased effectiveness, which the ODPP is seeking, focuses inter alia on enhancing efficiencies to clear a backlog of pending cases.  In addition, the Director for Public Prosecutions underlined that the ODPP should rise to a higher level of performance in order to  address complex and rapidly evolving threats which face Kenya, including terrorism, drug trafficking and financial crimes.

 

The EU Chargé d'Affaires a.i. commended the Office of the Director of Public Prosecutions (ODPP) on the organisation of the serminar as well as the organisation's work in tackling corruption.  He mentioned that strengthening the rule of law and enhancing respect for core values of democracy and human rights are prerequisites for sustainable and equitable development.
