The EU supports Senegal to ensure green and inclusive economic growth, taking into account the needs and potential of the country's different regions. In order to contribute to reducing territorial imbalances, EU actions are deployed both in Dakar and in certain secondary cities

To meet the aspirations of young people, and by mobilizing all partners, the EU supports job creation and professional integration in the key sectors of the EU-Senegal partnership: agriculture, pharmaceuticals, energy, transport and urban mobility, and digital technology. In this respect, and in line with the 360° approach of the Global Gateway strategy, the EU i) invests in sustainable infrastructure and equipment, ii) supports and contributes to improving the provision of vocational training to strengthen the skills of young Senegalese people, iii) provides support to businesses, particularly small and medium-sized enterprises (SMEs), and (iv) contributes to improving the regulatory framework and governance.

Agriculture

Food sovreignty

The EU supports Senegal in its ambition to achieve food sovereignty, while ensuring adaptation to the effects of climate change, by supporting key value chains. EU support is concentrated in the central and southern regions of the country.

In the center, particularly in the groundnut basin region, the EU supports cereal and groundnut value chains, from production to processing and market access. In the south, particularly in Casamance and Eastern Senegal, the EU supports rice, maize, and banana value chains, while strengthening the resilience of rural populations to the challenges of climate change. The EU also offers access to credit mechanisms for farmers and the private sector in the production and agro-industrial processing of agricultural products, with a focus on women's access and climate finance. In addition, the EU supports the promotion of entrepreneurship, start-ups, innovation, and agricultural research, particularly in the face of the climate challenge.

Health

Pharmaceutical industry

In line with the Team Europe Initiative on manufacturing and access to vaccines, medicines and health technologies in Africa (MAV+), Team Europe supports Senegal's ambition to develop its pharmaceutical industry in order to achieve pharmaceutical sovereignty.

The EU, in collaboration with private companies, is helping Senegal develop a strong and job-creating local pharmaceutical industry. The goal is to produce vaccines locally to improve access to medicines and strengthen the autonomy of the country and the West Africa region in this area. The EU and Senegal are working to improve all aspects of the pharmaceutical sector, from production to distribution, including staff training.

Energy

A Just Energy Transition Partnership

Within the framework of the Just Energy Transition Partnership (JETP) signed with Senegal in June 2023, the EU and Team Europe aim to support the country's efforts in renewable energy. Team Europe supports Senegal's efforts to achieve universal access to electricity by 2025, as well as to ensure that renewable energies represent 40% of the energy mix by 2030. Team Europe supports the private sector through the strengthening and construction of sustainable energy-producing infrastructure, particularly in the most remote areas of the country, and invests in the training of energy agents and in strengthening job opportunities in this sector. In the coming years 2025-2027, this support will be reflected in key investments in energy production and access, and support for governance, particularly in the regulatory framework of the sector and with support for the creation of centers of excellence for training for the new professional figures of this emerging sector.

Education and research

Vocational Training and International academic mobility

The EU invests in the training  of young Senegalese, to enable them to learn the necessary skills, in line with the needs of the labor market, in order to more easily find decent employment opportunities, particularly in the key sectors of the EU-Senegal partnership: agriculture, forestry, renewable energies, pharma, mobility and digital. The EU also promotes capacity building of actors and institutions in the field of higher education and vocational training, and international mobility between Africa and Europe of students, learners, researchers and academic and administrative staff.

Transport

Urban mobility and interregional connectivity

The EU is investing in public transport in the city of Dakar to improve the living environment of the population, so that the air is cleaner and citizens save time in their daily travel. In the coming years, the EU plans to invest in urban mobility also in others cities. The EU thus promotes regional accessibility via the construction and rehabilitation of road infrastructure to strengthen access to basic social infrastructure for rural populations, strengthen connectivity and promote economic integration via increased regional and interregional trade.

 

 

Digital

Digital transition

The EU supports the Government of Senegal in the development of digital technology in the country and in particular to improve the governance of the sector, making the internet accessible to all, reducing the digital divide, and encouraging innovation in this area. The EU also encourages the use of digital technology and innovation in other sectors such as agriculture, energy, transport and training to promote job creation and professional integration. At the regional level, the EU also promotes actions in terms of data valorisation, the fight against disinformation, and capacity building of regulatory agencies for information and communication technologies (ICT).

Migration and Security

The EU supports Senegal for a better governance of migration issues by strengthening the country's capacity to better assist migrants who return to Senegal to reintegrate into society and find decent employment opportunities. In terms of security, the EU supports Senegal's efforts to combat violent extremism, organized crime, cross-border crime and migrant trafficking. Particular attention is paid to the surveillance of the eastern and south-eastern borders of the country.
