Language Assistant to the Resident Twinning Advisor (RTA)
The overall objective is to facilitate the Accession Process of the Republic of Moldova to the European Union. The specific objective is to ensure an efficient, transparent and participatory legislative process in the context of EU Acquis approximation, as well as strengthen oversight by the Parliament in the form of greater accountability for government decisions.
Within the project, many activities will be carried out such as expert missions, seminars, workshops, study visits and internships, drafting legislation, strategies and implementation plans, etc. Therefore, a project Resident Twinning Adviser (RTA) from Greece (the Hellenic Parliament) will be stationed in Chisinau.
The RTA will be assisted by two local assistants, one RTA assistant and one RTA language assistant. The RTA will focus on the overall coordination and content of the activities, and the evaluation of the progress of the project, while the project assistant and language assistant will take care of the project administration, logistics, translation, and interpretation. The RTA assistant will focus on the project administration, logistics, drafting minutes, etc. while the RTA language assistant will focus on translation and interpretation. However, both assistants need to be able to replace and assist each other when necessary.
Deliverables - Tasks of the RTA Language Assistant
Under the guidance of the Resident Twinning Adviser (RTA), the RTA Language Assistant is expected to carry out the following duties:
• Support the Resident Twinning Advisor in his daily tasks as Project translator and interpreter;
• Act as a language assistant to the RTA, visiting short-term experts, Project Leader (hereinafter “PL”), Junior Project Leaders (hereinafter “JPLs”), Deputy Project Leader (hereinafter “DPL”), Project Officer (hereinafter “PO”) and Component Leaders, e.g. assisting in matters related to communication or problems emerging from staying and working in a foreign country;
• Translate written materials prepared by the RTA, experts and Component Leaders, PL, DPL, JPLs and PO with relation to the project from Romanian to English and vice versa (proposals, recommendations, legal acts, policy documents, questionnaires, Power Point presentations, training materials, visibility items etc.);
• Provide translation and interpretation assistance in the preparation of studies, documents and other material, in the areas covered by the Twinning Project, from Romanian to English and vice versa;
• Provide translation and interpretation for the preparation of activities, such as missions, trainings, meetings, workshops, seminars conferences, oral conversations and other project events or other circumstances as required from Romanian to English and vice versa; interpret during activities, such as missions, trainings, seminars, conferences, meetings, workshops, study visits, and other project related-events from Romanian to English and vice versa;
• Draft written materials in relation to the project in Romanian and English. Review, translate and edit text relevant to the project (newsletters, press releases, PowerPoint presentations and documents) in Romanian and English;
• Assist the RTA in drafting the minutes in Romanian and English of the Steering Committee Meetings and other meetings/events related to the Project; contribute to quality assurance of project outputs with a special focus on Romanian and English languages;
• Perform all other duties assigned by the RTA, e.g. cooperate and work with RTA Assistant in project related activities;
• Accompany the RTA or other project experts, Component Leaders, PL, JPLs, DPL and PO to the study visits, meetings, workshops and seminars and also on missions and field visits when needed. Provide general support for the RTA, other experts and Component Leaders with BC partners and/or authorities, with particular reference to the assistance and management of mission reports and other documents provided by them;
• Develop and maintain close working contacts and relationships with officials of project partners and Beneficiary Country officials involved in each of the activities and the project management. Assist the RTA, PL, JPL, DPL and PO in communications, liaison and general working relations with BC public offices and institutions, relevant to project activities;
• Support the RTA Assistant; Team work with the RTA assistant, including office management and project related activities as well as compilation of documents for project documentation, presentations and reporting;
• Perform temporarily RTA assistant duties in case of his/her unavailability;
• Update and manage the project website and social media accounts;
• Maintain confidentiality in all matters relating to the project;
• Maintain a high level of ethical behavior and act in a non-discriminatory manner at all times;
• Respect, actively support and, where appropriate, contribute to the overall aims and objectives of the Project;
• Follow the Project policy regarding behavior, appearance, health, safety, security, payment regimes, and use of Project equipment, etc.
• Perform other duties at the request of the RTA, either related to assistance with the implementation of the project or related to personal assistance with language issues and other issues that arise from moving to and working in a foreign country.
Requirements for the RTA Language Assistant
The successful candidate should have the following qualifications:
• University degree(*), preferably in English Language, English Language and Literature, American Culture and Language, Translation and Interpretation; Familiarization with parliamentary terminology would be an asset;
• To hold the Republic of Moldova citizenship or having valid residence and working permits;
• Excellent command of spoken and written English and Romanian language;
• Computer literacy (e.g. MS Office Word, Excel, PowerPoint, Internet);
• Excellent abilities in drafting documents reports of meetings and summaries of longer papers;
• Excellent organizational, interpersonal and communication skills;
• Strong intercultural and social competencies;
• Must be able to work independently as well as part of a team and be initiative and flexible;
• Maintain confidentiality in all matters relating to the realization and management of the project;
• Practical experience in the English-Romanian and Romanian-English translation and simultaneous interpretation (during meetings, workshops, translating documents, etc.) would be an asset;
• Experience of working for the Parliament or the government in the past (excluding the 6-month period preceding the hiring, as above mentioned) or knowledge of parliamentary procedures would be an asset;
• Experience of working for EU funded projects or other international projects would be an asset;
• Experience of working in an international environment would be an asset;
• Applicants should not be civil servants or on leave in the Beneficiary administration (Parliament of Moldova) during at least the six months preceding their hiring;
• Applicants may not have or recently have had any contractual relation with the Beneficiary administration (Parliament of Moldova) during at least the 6 months preceding their hiring;
• Applicants shall not have been involved neither in the selection process nor in the drafting of the Contract.
Duration and remuneration of the contract
• duration: 23 months, till February 2027 (start date: February 2025)
• full-time (40 hours per week)
• (gross and all inclusive) salary: 1600 € per month
• contract type: fixed term service contract
The payment will be done according to the terms of the contract. The contract will be signed by both parties for the remaining implementation period of the Project. The assistant will be contracted by the Member State, Greece, namely the European Projects Implementation Service of the Hellenic Parliament. It will be his/her sole responsibility to comply with all legal requirements for self-employment as well as to cover all related taxes and charges.
The RTA Language Assistant will be employed full-time and stationed in Chisinau, at the Parliament of the Republic of Moldova (105 Stefan cel Mare avenue, 2073, Chisinau). He/she will report to the Resident Twinning Adviser.
