Ex-ante- Residence PROPERTY PROSPECTING NOTICE for the Delegation in Seoul
The Delegation, is looking for a property for lease, located in Seoul to serve as official Residence for the EU Ambassador. The preferred main characteristics of the property are specified below:
- Location – central, e.g. downtown, Itaewon, Yongsan, Hannam, (Seongbuk not preferred). Its location should be easily accessible and consistent with the needs of representation and the visibility of an important diplomatic mission.
- Size – interior usable surface of maximum 600m² (excluding (partially) underground areas without natural light, technical rooms and garages)
- Providing separated areas for private use (minimum 5 bedrooms, family room, access to kitchen) and representational activities (for at least 14 guests for seated dinner events and 50 guests for standing events)
- Secure parking for at least three cars should be available.
- Available for occupation by 2025/03/01
The Residence must be compliant with all local building standards and regulations, in particular in terms of occupational health & safety, respect of the environment, fire prevention and anti-seismic construction codes. The overall quality of finishing as well as the technical and mechanical equipment facilities should be in line international standards.
We accept candidatures for lease only. The European Union wishes to enter into a long-term agreement, the contract should be for a minimum period of 4 to 10 years, renewable for the same period.

If, on the basis of the information collected, the Delegation considers that all or part of the properties offered can effectively meet its needs, it will launch a negotiated procedure in accordance with Article (167)(1)(d) of Regulation (EU, Euratom) 2024/2509 of the European Parliament and of the Council of 23 September 2024 on the financial rules applicable to the general budget of the Union (the ‘Financial Regulation’) and Point 11.1(g) of Annex I I to the Financial Regulation.
