ARENDDRE - Support for the Nouakchott Region for resilient and equitable sustainable development

The city of Nouakchott, the capital of Mauritania, is subject to climatic and demographic pressures. At the same time, transport and public lighting services are limited. The ARENDDRE project aims to develop sustainable, affordable and safe urban mobility for the population.

 

General objective: to contribute to sustainable, equitable and resilient urban development by improving the living conditions of people in the outlying districts of Nouakchott, by working in the areas of urban transport (urban mobility) and public lighting (safety).

Specific objectives and main activities: 

  1. Improve sustainable planning capacities in the urban mobility and safety sectors, while aiming to mitigate the effects of climate change in the city of Nouakchott.
  • Carrying out a participatory diagnosis of the urban transport and public lighting situation, with the support of the members of the network of local authorities for citizen participation in the territories (RECOPACTE).
  • Launch of participatory studies entrusted to specialist consultancies.
  1. Promoting the urban integration of Nouakchott's outlying districts to ensure equitable and sustainable urban development.
  • Setting up two test public transport lines and a solar-powered public lighting system along their route.
  1. Creating the conditions for developing actions in the field of urban transport and safety on a conurbation-wide scale.
  • Support and training for the Region's elected representatives and technicians in charge of transport and public lighting,
  • Setting up and providing operating and equipment resources for an urban transport unit and solar street lighting,
  • Set up and operationalise a sectoral consultation framework,
  • Validation of test operations through monitoring and evaluation,
  • Mobilising technical and financial partners.
  1. Capitalising on and disseminating practices to improve urban sustainable development practices.
  • Exchanges between action partners and member cities of RECOPACTE and the Global Fund for Cities Development (GFCD)
  • Organisation of seminars to launch and close the action
  • Capitalisation, production and dissemination of experience.

 

The project is being implemented by the Nouakchott region with a consortium of partners comprising:

  • a French local authority, Grand Paris Sud (GPS),
  • a global network of cities, the Global Fund for Cities Development (GFCD),
  • a network of local authorities for the citizen participation of territories (RECOPACTE, made up of the commune V of Bamako, the city of Dakar, the city of Évry, GPS, the Urban Community of Kayes, the Region of Nouakchott and the Mauritanian Association of Southern Communes), and
  • a university, through the Centre International d'Études pour le Développement Local (CIEDEL) in Lyon, France.
