Lessons Learnt from European Multi-Partner Programmes in the Syria Crisis Response
“Team Europe” has created renewed interest in efforts to deliver a more significant impact through cooperation between European development partners. As a partnership of five European partners working in the region since 2016, the Qudra programme has developed lessons learnt on how to think about cooperation between European development partners, its potential and limitations, and the conditions under which it can succeed. This side-event to the Brussels VII Syria conference will reflect on the experience of the Qudra programme and other measures involving multiple European partners in a coordinated way. The aim is to arrive at concrete recommendations for donors and implementing partners so that future cooperation creates the greatest possible added value for partners and beneficiaries in the region and beyond. Among others, the event will discuss the following questions:
• Are European Multi-Partner programmes worth it? Do results on the ground justify the investments in coordination necessary to make cooperation and work and succeed in the quest for an added value?
• How can cooperation be designed to ensure complementarity and harness and comparative strengths of European partners?
• How do local partners perceive the cooperation between European development partners, and how do they judge its success?
• What are concrete recommendations for the programming, design and implementation for a potential next generation of
European Multi-Partner Programmes?
