He is from Pavia, Italy. He has a degree in International Law, EU Law and Procedural Law from the University of Pavia, and has a postgraduate degree from the Società Italiana per l’Organizzazione Internazionale in Roma. He has worked for the European Commission since 1996, starting at the Directorate-General for Agriculture and the Directorate-General for EU Enlargement. He began working in EU Delegations in 2004, having been Head of Cooperation at the Delegation to Ukraine, Head of Politics, Economy and Press at the Delegation to Moldova, Head of Cooperation at the Delegation to Croatia and then Head of Politics, Economy & Communication at the same Delegation. In 2013 he returned to the European Commission as a Member of the Cabinet of Commissioner Neven Mimica, and in 2017 he returned once again to Delegations, this time as EU Ambassador to Paraguay. He arrived in Uruguay in September 2021.
