Global Gateway and EU’s cooperation with Paraguay
The EU works with Paraguay to boost strategic investments and new alliances, fighting climate change and promoting inclusion
Global Gateway: driving strategic investments in Paraguay
Global Gateway is the EU's strategy to promote smart, clean, and secure connections in the digital, energy, and transport sectors, while strengthening health, education, and research systems worldwide. It’s the EU contribution to narrowing the global investment gap accompanying the social and just green and digital transitions beyond European borders and boosting competitiveness and security of global supply chains.
Global Gateway is a way to connect Europe and partners across the globe, based on trust , sustainability and mutual interest. It provides investments for transformative, large-scale projects, while offering a respectful and qualitative and horizontal/equal partnership to our partner countries in line with the Sustainable Development Goals and the Paris Agreement.
Global Gateway aims y to mobilize up to €300 billion in investments worldwide by pooling the resources of Team Europe, which brings together the EU, its Member States, financial and development institutions, and European businesses. All Global Gateway projects are designed together with our partners on how best they can benefit from our investment offer to ensure that the results improve their necessary infrastructure and connectivity.
The Global Gateway Investment Agenda for Paraguay includes the following key initiatives:
- Water and Sanitation Project for the Metropolitan Area of Asunción, Lambaré Basin: to improve access to sewer services and the quality of water services in Asunción, Fernando de la Mora, and Villa Elisa.
- Paracel project including greenfield pulp mill, forestry plantation, and renewable energy production. The EU will accompany this investment supporting quality job creation, vocational training, and energy generation, among other benefits.
- Construction of the Emboscada substation and power transmission lines to support reliable transmission of renewable energies.
Global Gateway fully respects and promotes international standards of labour protection and respect for human rights, as well as good governance and transparency, which makes the overall approach unique and consolidate a distinctive engagement with partner countries.
Team Europe approach
The Global Gateway Investment Agenda is executed through a 'Team Europe approach,' uniting efforts to amplify impact and achieve results. By working together and pooling our resources and expertise, the EU can deliver more effectiveness and greater impact.
Team Europe consists of the European Union, EU Member States — including their implementing agencies and public development banks — as well as the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD).
Team Europe supports two key priorities in Paraguay: Green Alliance and Reducing Inequalities. These dimensions are supported by Global Gateway initiatives as well as additional key projects under the EU partnership with Paraguay for the period 2021-27, such as:
- Forest4Life
- Improving care and prevention of violence against women in Paraguay
- Sustainable development
Regional and global programmes in Paraguay
The European Union supports programmes at the regional level in Latin America and the Caribbean, and opportunities for collaboration at the global level. These programmes are also supporting several projects and partnerships in Paraguay.
- COPOLAD accompanies the countries of Latin America and the Caribbean in improving their drug policies. The aim is to support the achievement of better results in relation to the promotion and defence of human rights, gender fairness, public health, citizen security and other dimensions of sustainable development.
- PaCCTO: provides technical assistance to 18 Latin American countries in the fight against organised crime. In Paraguay, it provides police cooperation in the fight against major trafficking, cooperation between international justice systems, support for the prison system and the fight against cybercrime.
- Euroclima is the EU's flagship programme on environmental sustainability and climate change with Latin America. It aims to reduce the impact of climate change and its effects in Latin America by promoting climate change mitigation and adaptation, resilience and investment.
- ADELANTE II: under this European Union programme, especially focused on Triangular Cooperation (involving at least 3 partners), is the ‘VALORARROZ’ project. This cooperation between Costa Rica, Paraguay and Spain seeks the valorisation of rice husks under a circular bioeconomy model for the production of high value-added biomaterials.
- Erasmus+ is the EU's programme for international activities covering higher education, vocational education and training, youth and sport for the period 2021 to 2027. Universities in Paraguay have Erasmus+ agreements that allow international mobility for their students, teachers and administrative staff, and Paraguayan organisations participate in the following collaborative projects:
-ModESPar - Modernization of the higher education system in Paraguay (2024-2026)
-HEIComp - Bridging the Gap between Student Competences and Working Life Needs (2023-2025)
-HEADCET - Higher Education partnerships for sustainable local Development through Circular Economy and social innovation (2023-2025)
-BRIDGE WATCH: values and democracy in the EU and Latin American (2023-2026)
-TPDS - Towards the Professional Development of Support Liaison Officers (SLOs) (2023-2026)
-FLEE-ASSET - Fighting Labour Exploitation through Education - Agricultural Sector Specialist Training (2024-2027)
- Horizonte Europa is the EU's programme for research and innovation for the period 2021 to 2027. For the time being, there is a project with participation from Paraguay: INSEAI 2023 – Informality and formalisation in the EU and Latin America (2025-2028) to work on analysing informal economies and on policies for improving their formalisation.
