About the Ambassador
Francisco André is from Leiria, Portugal.
He graduated in Law from the University of Lisbon, specialising in legal-economic areas, and began his professional career as a lawyer.
Among the public positions he has held are: Secretary of State for Foreign Affairs and Cooperation of Portugal (2020-2024), Head of Cabinet of the Prime Minister of Portugal (2018-2020), Counsellor at the Permanent Representation of Portugal to the European Union (2009-2013) and Head of Cabinet of the Secretary of State of the Presidency of the Council of Ministers of Portugal (2005-2009).
Since September 2024 he is the Ambassador of the European Union to Mexico.

Message of the Ambassador
A few words to our website visitors
Dear friends:
I am Francisco André, the new Ambassador of the European Union in Mexico.
Since September 2024, I am honoured to represent the EU in this beautiful country.
The EU and Mexico enjoy a strong and vibrant relationship, built on shared values and robust political, economic, and cooperative ties. This is also reflected in the close connections between our citizens.
The EU is Mexico's third-largest trading partner and its second-largest investor. During my mandate, I will work to further strengthen this relationship, particularly through the finalization of our modernized Global Agreement, the European Global Gateway strategy, and progress on the priorities we have jointly identified, such as the green transition and social cohesion.
All of this will be done hand in hand with the Mexican government, supported by our Member States —the Team Europe—, civil society, and the various actors involved in our bilateral relationship.
Mexico and the EU are destined to work together for a more prosperous, inclusive, and sustainable future.
