Regional programmes
Under the 2021-2027 regional Central Asia programme, €140 million are allocated to the region in the different priority areas.
The European Union’s development priorities in Central Asia, in line with its commitment to implementing the United Nations Sustainable Development Goals (SDGs), aim at meeting the increasing needs from growing and young populations and at providing economic opportunities.
The EU's development priorities are focused in a region lacking economic diversification, facing significant environmental challenges, and in which the levels of intraregional trade and investment flows remain sub-optimal.
Blending financial instruments
The EU supports important infrastructure projects in Kyrgyzstan through 'blending', where grants come in combination with loans from international development banks. In this way, the EU can make sure that the Kyrgyz government gets access to more funds at a cheaper interest rate for very important projects.

Governance and Digital Transformation
The EU prioritizes Rule of Law and Governance in Kyrgyz Republic, focusing on digital transformation and legal frameworks to ensure a free and fair democracy.
The EU's priorities for 2021-2027 within the Governance and Digital Transformation are:
- Promoting the Rule of Law
- Improving good governance
- Building effective and non-discriminatory digitalization.
To advance judiciary and prosecution independence and to support Kyrgyzstan in its ambitious justice sector reform, the EU continues to address areas such as e-courts and e-probation. Other intervention areas are the development of digital policies such as a regulatory framework for data protection, e-services, e-governance and e-justice with legal and human rights safeguards in the Kyrgyz Republic.
Human Development
The EU supports education and skills development, including formal and non-formal primary and secondary education and access to education for all. In this framework, the priorities are:
- Supporting inclusive and equitable quality education, enabling more children to achieve Science, Technology, Engineering, and Mathematics proficiency (STEAM) , eliminating gender-blindness in new materials, and involving children with disabilities in the learning process
- Advancing digital skills development enabling to increase the number of teachers and students trained in Information and Communication Technology skills (ICT)
- Developing media literacy, enabling systematic media literacy training for teachers and students
- Promoting green skills development, enabling green skills training for both teachers and students
The EU continues prioritizing gender equality, including ending violence against women and girls, promoting political participation, supporting youth empowerment and respecting human rights for minorities. Actions in this field include fight against discrimination, reducing the gap in employment rates, empowering CSOs and ensuring open media.
Green and Climate Resilient Economy
The EU supports environmentally friendly small and medium-sized enterprises (SMEs) allowing to create decent jobs and fostering growth, particularly among women and youth, and integrated water resource management and biodiversity protection in the Kyrgyz Republic. Main priorities in this field are:
- Supporting business development for innovative and green solutions
- Supporting the national authorities to defining and adopting green tools and incentives
- Supporting movements to combat climate and environmental change
- Promoting integrated water resource management
The EU intervention focuses on supporting SMEs in green areas such as sustainable energy, resource efficiency, waste recycling, circular economy, biodiversity conservation and climate change mitigation and adaptation. Special attention is also given to enhancing the advocacy capacity of CSOs to promote the green economy at the national and local levels.
