EUMAM MOZ starts Administrative Command Elements Course at FADM Institute

Maputo, Mozambique – Today, 13th February, took place, at the Mozambican Defence Armed Forces' (FADM) Institute for Defence Studies (ISEDEF) "Lieutenant General Armando Emílio Guebuza", the Opening Ceremony of the Administrative Command Elements (ACE) Course. 

Leading the ceremony was the ISEDEF Commander, Major General Freitas Norte, joined by the Mission Force Commander (MFCdr) of the European Union Military Assistance Mission in Mozambique (EUMAM MOZ), Brigadier General Luís Barroso.

The ACE Course aims to cover key areas such as human resources management, logistics, planning, and training procedures, along with critical cross-cutting domains including civil-military cooperation, gender perspective, and International Humanitarian Law and International Human Rights Law.  

The ACE, directly supervised by the Mozambican Chief of Defense, will be responsible for managing the regeneration, training, and maintenance of the Quick Reaction Forces (QRFs) and Tactical Air Control Party teams previously trained by the European Union Training Mission in Mozambique as well as controlling and maintaining their equipment.

The main objective of the course is to enhance the FADM’s decision-making process skills and General Staff procedures. 

During the ceremony, EUMAM MOZ´ MFCdr mentioned that the FADM “have at their disposal the EUMAM MOZ´ military personnel” and that they should consider them as “comrades and peers” in order to achieve success. He also added that they can expect “every cooperation” to support them. 

The ISEDEF Commander, Major General Freitas Norte, welcomed the participants and stated that “this is a unique opportunity and an example of what can become the embryo of a broader collaboration”. The Commander of the Institute also left his best wishes for success, declaring the Administrative Command Elements Course open.

During the morning, there was also an opening lesson, where EUMAM MOZ’ MFCdr, Brigadier General Luís Barroso, explained how the course will evolve.  

EUMAM MOZ is a non-executive mission, with a mandate until June 2026 and focusses on the operational training cycle and maintenance, while also conducting specialised training to enable the FADM to be self-sufficient in fighting the insurgency.
