WE ARE

The European External Action Service (EEAS) supports the High Representative in the exercise of his/her mandate to conduct and implement an effective and coherent Union’s Common Foreign and Security Policy (CFSP), to represent the EU and to chair the Foreign Affairs Council.

It also supports the High Representative in his/her capacity as Vice-President of the Commission with regard to his/her responsibilities within the Commission in the external relations field, including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with the EU Member States, the General Secretariat of the Council, the services of the Commission and the Secretariat General of the European Parliament.

The Global Communication and Public Diplomacy Division leads the European Union’s efforts on global communication and public and cultural diplomacy. It develops, designs, and implements communication and public diplomacy strategies, narratives, and campaigns on global and thematic policies aimed at building and maintaining long-term partnerships with selected audiences outside the EU and reaching out to EU citizens. It creates original content to advance EU policies, values, objectives, and interests and to engage with audiences and increase the visibility of the EU as a global actor among EU citizens and at international level.

The Division supports the EU Delegations and relevant Missions and Operations around the world in communicating and enhancing support for the EU and its global and thematic policies and activities to the relevant audiences. It also supports and facilitates the internal communications in the European External Action Service and plays a leading role in information management activities. It is the focal point for EU institutions for implementation and coordination on external strategic communication, public and cultural diplomacy activities and collaborates with EU Member States for ensuring the Team Europe approach in communications.

 

WE PROPOSE

The position of the Digital Media Assistant contract agent FGIII as per article 3b of the Conditions of Employment of Other Servants of the European Union (hereafter, the “CEOS”)[1].

LEGAL BASIS

The vacancy is to be filled in accordance with the conditions stipulated under the CEOS, in particular Article 82 thereof. In case of recruitment, the successful candidate will be offered a contract agent position (Function group III), on the basis of a contract with an initial duration of one year that may be successively renewed for a maximum duration of six years[2], subject to the maximum duration of engagement by the EEAS allowed under successive limited duration contracts of different types[3].

 

WE LOOK FOR

We are looking for a highly motivated and collaborative colleague with extensive experience in digital communications, with a particular focus on social media and a general understanding of visual communication. The ideal candidate will excel in a results-driven, flexible environment that may occasionally require extra hours and participation in a shift system to support the global operations of the EEAS diplomatic service.

Key Responsibilities

As a member of the Social Media Team within the Digital Communications Sector, the successful candidate will work closely with the Social Media Team Leader, graphic designers, web team, and other communication professionals. Interaction with the Head of Division, HR/VP Advisers, Strategic Communication teams, and the Spokesperson’s Service will also be part of the role.

The main responsibilities include:

  • Social Media content creation: Developing and maintaining content for EEAS social media platforms, including Twitter, Facebook, Instagram, LinkedIn, and YouTube. This involves creating visuals, drafting captions, and ensuring a consistent tone and style across platforms
  • Social Media campaign coordination: Assisting in the development and implementation of social media and digital campaigns, ensuring smooth execution and alignment with communication objectives. This will include working closely with Strategic Communication Officers, the Spokesperson’s Service, and relevant EU institutions and Delegations
  • Analysis & reporting: Monitoring the performance of social media activities through key performance indicators (KPIs), detecting trends, and preparing reports. This includes providing feedback and support to EU Delegations worldwide
  • Training & guidance: Offering guidance and training on social media best practices to colleagues at EEAS HQ, EU Delegations, and Missions
  • Digital publications: Contributing to daily publications on EEAS websites and social media channels, ensuring timely and accurate posting of press releases, news stories, newsletters, and other relevant content
  • Content planning & optimisation: Planning, producing, and optimising digital content, ensuring it aligns with overall communication strategies and effectively reaches target audiences
  • Liaising with partners: Liaising with social media colleagues from the Council, Commission, EU Parliament, and other partners. This includes making the necessary arrangements to ensure live streaming of events on EEAS social media channels

Profile Requirements:

  • Solid experience in digital communications, with a focus on social media management
  • General knowledge of visual communication and how it integrates with social media strategies
  • Ability to work effectively in a team, collaborating with a variety of stakeholders
  • Strong organisational skills, able to manage multiple tasks in a fast-paced environment
  • Knowledge of EU institutions and policies is an asset
  • Ability to track social media trends and present data clearly and effectively

Eligibility criteria[4]:

Further to the conditions set out in Article 82 of the CEOS, candidates must:

  • (i) have passed a valid EPSO CAST in a valid function group for this post, OR

(ii) be registered in the EPSO Permanent CAST in a valid function group for this post (https://epso.europa.eu/en/job-opportunities/open-for-application). In that case, while the registration will render the candidate eligible for the selection procedure, the recruitment of a candidate on this vacant post will be subject to their successfully passing the CAST exam that this candidate will be called to attend;

  • have a level of post-secondary education attested by a diploma or a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three year
  • have the capacity to work in the languages of the CFSP and external relations (English and French) necessary for the performance of their duties.
  • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

 

Selection criteria

Candidates should:

  • have a minimum professional experience of three years in the relevant field is required;
  • have sound experience with main social media platforms, namely X, Facebook Instagram, LinkedIn, Youtube;
  • have experience with digital content production and optimisation, and curation, management and monitoring of social media accounts;
  • have knowledge of social media analytics, performance monitoring and reporting using specific tools such as Socialbakers, TweetDeck, Creator Studio, TalkWalker, Brandwatch;
  • have expertise with social media marketing/boosting tools and managing a budget to be spent across channels on promoting social media posts;
  • demonstrate a clear understanding of integrated digital communication (digital campaigns, web/social media content production, advertising, online marketing, web/social media management and audiovisual content development);
  • have a solid experience with graphic design for digital assets (image resizing, format adaptation, creation of graphic elements such as banners and icons), using some specific tools, ie. Canva;
  • be able to show practical experience in communication, e.g. developing communications strategies, planning and implementing digital campaigns;

Furthermore:

  • experience of working in a team in multi-disciplinary and multi-cultural environment;
  • experience in working with or within other EU institutions, government or corporate communications;
  • experience in coalition or network building on fast-developing policy issues;
  • ability to work independently and as part of a team, with strong communication and interpersonal skills;
  • excellent attention to detail, with the ability to ensure accuracy and quality in the final deliverables;
  • a proactive and creative approach to problem-solving, always seeking innovative solutions
  • strong time management skills, with the ability to prioritise tasks and meet deadlines
  • openness to feedback and willingness to incorporate suggestions and improvements
  • ability to adapt to different project requirements and work effectively in a fast-paced environment
  • excellent written and oral communication skills in English (native speaker equivalent) and a good working knowledge of  French and/ would be an asset. Knowledge of other languages is an advantage.would be considered as strong assets.

 

CONDITIONS OF RECRUITMENT AND EMPLOYMENT

The signature of the contract will be subject to prior favourable opinion of the Medical Service.

This post is currently not identified as a post which requires Personnel Security Clearance (hereafter, the “PSC”) to access EU classified information (EUCI) in accordance with point 7 of Annex A I of the Decision ADMIN(2023) 18 on the security rules of the EEAS  and as implemented by Decision ADMIN(2019) 7 on Security Clearance Requirements and Procedures for the EEAS of 08 March 2019 and its implementing decisions.

Nonetheless, candidates are informed that the list of posts requiring a PSC in the EEAS Headquarters is subject to regular review and that the current post might be identified in the future as a post which requires PSC.

If required after the taking of duty, the selected candidate will need to be in a position to obtain a valid PSC issued by the competent authority of their Member State in accordance with national laws and regulations.

In case of failure to obtain or renew the required PSC, the AACC may take the appropriate measures in accordance with Article 3(3) of the Decision ADMIN(2019) 7 on Security Clearance Requirements and Procedures for the EEAS of 08 March 2019.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post. Please note that only shortlisted candidates will be informed about the outcome of the pre-selection phase.

The candidates who have been preselected will be invited for an interview by a selection panel.

The selection panel may decide, subsequent to the interview, to organise written tests, either for all pre-selected candidates or to the best ranked ones. The content of such written tests will be defined by the selection panel and may include, but not be limited to, multiple choice questions, open questions and/or topics for a short essay.

Pre-selected candidates without a valid CAST shall be invited to sit the CAST exam before or after the interview stage (in accordance with the eligibility criteria set out above).

The panel will then recommend a shortlist of candidates for a final decision by the Authority Authorised to Conclude Contracts of Employment (hereafter, the “AACC”). The AACC may decide to interview the candidates on the final shortlist before taking this decision.

It is recalled that the selection procedure may be terminated at any stage in the interest of the service.

In the interest of the service, after identifying the candidate that best fits the requirements of the post as set out in the vacancy notice, the AACC may also establish a reserve list of candidates. These candidates shall be informed that the reserve list shall remain valid for a period of one year from when it is established and that it may be used to fill the same post or an equivalent post in the EEAS with the same job profile.
