Global Gateway is the European strategy to boost smart, clean and secure connections in digital, energy and transport sectors, and to strengthen health, education and research systems across the world. Through a 'Team Europe approach', Global Gateway brings together the EU, its Member States and their financial and development institutions to mobilise the private sector to leverage investments promoting sustainable growth.

Between 2021 and 2027, Team Europe is mobilising up to €300 billion of investments for sustainable, transformational and high-quality projects, taking into account the needs of partner countries and ensuring lasting benefits for local communities. This allows EU’s partners to create resilient and sustainable societies and economies, but also create opportunities for the EU Member States’ private sector to invest and remain competitive, whilst ensuring the highest environmental and labour standards, as well as sound financial management.

Global Gateway in Zimbabwe

1.  Climate and Energy: Kariba Dam Rehabilitation

  • The EU has contributed EUR 113 million to rehabilitate the Kariba Dam, a critical source of hydroelectric power for Zimbabwe. This project will safeguard the country’s energy infrastructure and support the transition to a greener economy.
  • Future initiatives under the NaturAfrica project aim to enhance biodiversity and build climate resilience, with a total budget of EUR 70 million for Southern Africa.
  • Team Europe also offers a series of financial facilities for new investments in renewable energy.

2.  Digital Connectivity: Fibre-Optic Backbone

  • The construction of a 10,000 km regional fibre-optic backbone across six countries, including Zimbabwe, will provide secure and high-speed digital connectivity to around 90 million people. This initiative includes the connection of up to 3,000 schools, 1,500 hospitals, and 1,200 government institutions across the region, transforming access to education, healthcare and government services.

3.  Education and Research: Global Partnership for Education

  • Through the Global Partnership for Education (GPE), the EU and EU Member States are providing significant funding to support education initiatives in Zimbabwe, contributing to improved access to quality education and skills development.
  • The Youth Mobility for Africa initiative promotes student exchanges and academic mobility between Africa and Europe, empowering young people with the skills needed for sustainable employability.

4.  Health: Global Fund for Health

  • The EU has allocated EUR 715 million to the Global Fund to combat HIV, tuberculosis, and malaria. Zimbabwe will receive over USD 500 million between 2024 and 2026 to strengthen its health systems and combat these diseases.
  • Digital Health initiatives will also accelerate the strengthening of health systems and contribute to the achievement of Universal Health Coverage (UHC) by improving access to healthcare through technology.
