The project “Support to Ukraine for Developing a Modern Public Health System” is funded by the European Union and implemented by GFA Consulting Group GmbH, Germany, in consortium with the Finnish institute for health and welfare (THL). The Ministry of Health of Ukraine (MoH) is the Project beneficiary, with the Public Health Center of Ukraine (PHC) and the Ukrainian Transplant Coordination Center (UTCC) as the Project recipients.

We are now opening the competition for the position of the Junior Non-Key Legal Expert to support the MoH on the approximation with the EU in the Public Health Area.

General job description: Assisting the Ministry of Health in preparing and amending the regulatory framework to align with EU requirements. This includes identifying and analysing regulatory gaps, overlaps, and inconsistencies.

Location: 

  • Ministry of Health of Ukraine, Kyiv, Ukraine (full-time, onsite).
  • Hybrid working may also be considered.

Commencement date and duration: The assignment is expected to start by 10 November 2024 and end by 12 May 2025, with up to a maximum of 126 working days.

Main duties and responsibilities:

Under the leadership and supervision of the Team Leader, and with the guidance of international non-key experts, the junior Non-Key Legal Expert will support the following key tasks: 

  1. EU legislation analysis and support the elaboration of a prioritised list (with deadlines) of legal provisions to be developed or amended to ensure full alignment with EU requirements; 
  2. Support the development of legal provisions required for full alignment with EU requirements following the priority list (e.g., analysing draft regulations for compliance with EU law, studies, information gathering, M&E, reporting, preparing tables of compliance);
  3. Supporting the negotiation process with the European Union on Ukraine's accession to the European Union (e.g., organising meetings and dialogue with representatives of the European Commission's Directorates-General and agencies, exchanging letters, preparing reports and questionnaires);
  4. Support coordination with international partners such as the Organisation for Economic Cooperation and Development (OECD), Parliamentary Assembly of the Council of Europe, (PACE), WHO and others.
  5. Prepare weekly and monthly reports, along with a final summary report upon mission completion, including all technical reports produced.

Requirements:

  • Higher legal education.
  • A minimum of 3 (three) years of professional experience in the legal field. 
  • At least 1 (one) year of experience in the development, support, and participation in the process of approval of draft regulatory legal acts 
  • Private Entrepreneur status. 

Competencies:

  • Knowledge of European integration procedures, especially in the healthcare sector;
  • Experience in drafting regulations on the approximation of Ukrainian legislation to EU healthcare legislation is an advantage;
  • Excellent organisational skills, with the ability to work independently and strict adherence to completing assigned tasks in a timely manner;
  • Outstanding analytical skills;
  • A quality-oriented professional with a constructive approach to obstacles and delays in planned activities;
  • Excellent research and paper writing skills;
  • Excellent communication skills, both oral and written;
  • A team player.

Language skills:

  • Fluency in English and Ukrainian (both written and spoken)
