The project “Support to Ukraine for Developing a Modern Public Health System” is funded by the European Union and implemented by GFA Consulting Group GmbH, Germany, in consortium with the Finnish institute for health and welfare (THL). The Ministry of Health of Ukraine (MoH) is the Project beneficiary, with the Public Health Center of Ukraine (PHC) and the Ukrainian Transplant Coordination Center (UTCC) as the Project recipients.

We are now opening the competition for the position of the for Junior National Non-Key Expert in the field of statistical data management to support the MoH on the approximation with the EU in the Public Health Area.

General job description: to support the Ministry of Health of Ukraine in developing strategies, implementing standards, and improving systems for medical statistical data management, ensuring compliance with international standards (OECD, WHO, etc.).

Location: 

  • Ministry of Health of Ukraine, Kyiv, Ukraine (full-time, onsite).

Commencement date and duration: The assignment is expected to start by February 10, 2025 and end by May 12, 2025 with up to a maximum of 66 working days.

Main duties and responsibilities:

Under the leadership and supervision of the Team Leader, and with the guidance of international non-key experts, the junior Non-Key Legal Expert will support the following key tasks: 

  1. Review the requirements and structure of the presentations for the bilateral screening.
  2. Develop clear, concise, and evidence-based presentation materials.
  3. Analyse the questionnaire provided by the European Commission and identify gaps in existing information.
  4. Collaborate with relevant stakeholders in the Ministry of Health to gather necessary data and documentation.
  5. Draft comprehensive and accurate responses to the questionnaire in alignment with EU requirements.
  6. Provide guidance on effective communication strategies for the bilateral screening meeting.

The junior expert will deliver the following main deliverable:

  1. A detailed analysis report on the current medical statistical data management system.
  2. Studying international experience in statistical data management;
  3. Comparative study and documentation of international practices.
  4. Strategic recommendations for system unification and modernization.
  5. Reports on stakeholder consultations and cooperation activities.
  6. A final summary report outlining results and further recommendations.
  7. Weekly and monthly reports.
  8. A final report summarizing the support provided and recommendations for further alignment with EU standards

Requirements:

  • Higher legal education, Master's degree in statistics, law or a related field;
  • Not less than 3 (three) years of professional experience in the statistics, law or a related field. 
  • Experience in the development, support and participation in the process of approval of draft regulatory legal acts - not less than 1 (one) year (desirable);
  • Experience in developing legal acts in healthcare (in the field of budget financing, implementation of pilot projects, support for reforms in the healthcare sector);
  • Experience supporting projects in public healthcare authorities or strengthening health systems in Ukraine;
  • Proven collaboration with international organizations (UNICEF, WHO, UNDP, etc.);

Competencies:

  • Ability to prepare detailed technical documents, questionnaires, and presentations tailored to EU standards;
  • Strong skills in policy analysis, data interpretation, and synthesizing complex information for decision-making;
  • Proven ability to work in complex, multi-stakeholder environments;
  • Quality-oriented professional, constructive approach to obstacles and delays in planned performance;
  • Excellent writing skills;
  • Excellent communication skills, oral and written;
  • Ability to work independently, meeting deadlines and managing multiple tasks;

Language skills:

  • Fluency in English and Ukrainian (both written and spoken)
