EU Support Changing Lives: Education, Employment and Social Policies
The European Union supports Türkiye in its efforts to increase its level of compliance with the EU acquis in the field of employment and social policy, progress towards the European social model and further develop its human resources.

In the current period of IPA II (2014-2020), the EU implements the second seven-year multi-annual sector operational programme for Employment, Education and Social Policies (EESOP) with a total funding of 291,6 in Türkiye. EESOP is built on the national priorities as well as EU strategies and acquis. The overall aim of the IPA II sector support is to invest in people and institutions in order to develop a more inclusive society. This will be done by addressing employment and labour market shortcomings and the effectiveness of social protection and social inclusion policies, promoting decent jobs, enhancing social dialogue, and improving quality and access for all to education and training systems.
This sectoral programme addresses three out of five main targets of Europe 2020 strategy: increasing employment rates, reducing school drop-outs by investing in education, and reducing poverty and social exclusion. These measures will also address some of the key issues for compliance with EU acquis, such as labour rights, anti-discrimination at work and occupational health and safety. Promotion of gender equality, boosting participation of women in labour market and the fight against poverty and social exclusion are among the actions supported by this Programme.
During the previous IPA I period (2007-2013), EU assistance worth €474 million was allocated to Türkiye through the Human Resources Development Operational Programme. Throughout successful cooperation with Turkish public authorities, the IPA I phase was completed with fruitful results via 38 Operations with 936 contracts. At the end of the programme, impressive results were reached, for instance, more than 26,000 women participated in the labour market; more than 17,000 young people participated in trainings increasing their employability; more than 7,500 girls had access to secondary education and more than 35,000 disadvantaged people directed to public employment services, received guidance, counselling and benefited from rehabilitation services.
