The consular protection of EU citizens
Consular protection is the help an EU Member State can provide to its citizens in case they need assistance abroad. Typically, consular protection comes in to play in cases of:
- serious accident or serious illness;
- emergency relief and/or repatriation;
- being a victim of crime;
- arrest or detention;
- death.
In South Africa, the countries of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Lithuania, Netherlands, Poland, Portugal, Romania, Slovakia, Spain and Sweden each have a resident Embassy. Estonia and Malta are represented by an Honorary Consul.
If you are an EU citizen in need of consular protection in South Africa?
- You can contact your resident Embassy/Consulate/Honorary Consul to provide consular protection.
- If your EU Member State has no resident Embassy/Consulate or Honorary Consul able to provide consular protection in South Africa, you can turn to another EU Member State for consular protection.
Notably, any EU citizen abroad whose own Member State has no local representation is entitled to receive consular protection from the diplomatic or consular authorities of any other EU Member State. In such a case, affected EU citizens are entitled to benefit from consular protection under the same conditions as the nationals of the EU Member State they turn to for assistance.

What can you do to help?
EU citizens are invited to consider simple steps, including the following, to make consular protection more effective and accessible:
- follow the travel advice issued by your country’s Foreign Ministry;
- visit ahead of your departure the website of EU Delegations in countries you intend travelling to for information on EU Member States represented; follow their social media accounts;
- when abroad, register with your Embassy or Consulate (through dedicated platforms, if available);
- keep an electronic copy of your travel documents, take out travel insurance, carry with you crisis contact details.
