IT and physical infrastructure support to Civil Registration in Sierra Leone
The ultimate objective of the project is to strengthen democracy and governance in Sierra Leone by reinforcing its civil registration system.
To this end the EU, though UNOPS, will procure works and
supplies necessary to establish a modern civil registration system in the country.
The works consist in the establishment of a central IT infrastructure in the new National Civil Registration Authority headquarter in Freetown. The IT infrastructure is made of two components:
- Primary Data Centre - the basic configuration includes a server room, servers, storage, communication equipment, UPS, etc.
- Customised Civil Registration Software for a more effective and fast registration of vital events (births and deaths, marriage, divorce, adoption) , backlog registration, personal data update, printing of certificates, etc. The software will also ensure the interoperability with other systems in other Ministry Development Agencies (MDAs) and the respect of all applicable national and global Data Protection Rules.
The expected results of the project are:
- an improved Civil Registration system
- an increase of registration rate for birth and death of Sierra Leonean citizens
- an easier access to civil register service centres and document extracts
- a real-time and easy access to national database by priority institutions and capacity to extract vital statistics.
- establishment of a high quality connectivity between priority agency databases and the central civil registry database
