Global Gateway is the European strategy to boost smart, clean and secure connections in digital, energy and transport sectors, and to strengthen health, education and research systems across the world. Through a 'Team Europe approach', Global Gateway brings together the EU, its Member States and their financial and development institutions to mobilise the private sector to leverage investments promoting sustainable growth. 
 
Between 2021 and 2027, Team Europe is mobilising up to €300 billion of investments for sustainable, transformational and high-quality projects, taking into account the needs of partner countries and ensuring lasting benefits for local communities. This allows EU’s partners to create resilient and sustainable societies and economies, but also create opportunities for the EU Member States’ private sector to invest and remain competitive, whilst ensuring the highest environmental and labour standards, as well as sound financial management.

Global Gateway Flagship Projects in Nepal

 

“Education for All’ (Flagship 2023)

Since 1999, the European Union has been a strong partner of the Nepalese government in the education sector. The Global Gateway initiative "Quality Education for All" builds on this partnership and is fully aligned with the Government's strategies.

Through “ “Education for all” the European Union is supporting the School Education Sector Plan (SESP 2022 – 2032):  transformation of the education system by focussing on inclusive education, especially girls’ education, supporting implementation of Education Sector policy at all levels of government and teacher development. Activities include enhancing local education plans and budgets, teacher training, support to establishing green schools and support government and local initiatives to promote inclusive education.”

The total budget of the program is 50 million Euro of which 40 million Euro is budget support and 10 million Euro for technical assistance programmes with UNICEF ( local planning & capacity building of local governments) and team Europe with Finland ( teacher training).  

Energy Sector

The European Union (EU) has been supporting the energy sector of Nepal over many years. The EU is committed to further strengthening the sector under the Global Gateway Strategy, promoting access to affordable, clean, and green energy, to spur economic development while addressing climate change and its impact. The Global Gateway initiative on Green Growth for Nepal focuses on promoting renewable energy technologies and energy efficiency measures through greater participation of the private sector, in particular to generate, consume, and trade excess energy with neighbouring countries. The actions are implemented through a Team Europe approach, working with EU Member States and European development banks, such as the European Investment Bank (EIB) and the German Development Bank KfW, and/or through joining forces with other international financial institutions.

Some specific projects falling under the Global Gateway initiative on Green Growth:

 

  • Efficient Transmission of Electricity from Renewable Energy Sources in Nepal -€2.4 million

This project is a blending operation with KfW, and the EIB and implemented in Nuwakot and Rasuwa districts of Bagmati province. The project aims at contributing to the global effort to reduce environmental impact by substituting fossil fuels with electricity from climate-friendly hydropower sources, thus reducing CO2 emissions. The project has established two fully functional sub-stations and one transmission line, which will result in an increase in the supply of electricity, a reduction in transmission losses, an increase in the reliability of the grid, and an increase in the availability of electricity to private, industrial, commercial, and social end users.

  • Green Recovery and Empowerment with Energy in Nepal (GREEN) – €4.0 million

This project has promoted renewable energy technologies and energy efficiency through greater participation of the private sector and the provision of advisory services. The project establishes appropriate financing mechanisms to provide targeted incentives for mobilising private sector investments, thus improving the access of end users to promoting renewable energy technologies  and energy efficiency measures. The project is implemented in Koshi, Bagmati, Lumbini, Gandaki, Karnali, and Sudurpaschim provinces. The action is also jointly financed by the EU and Germany.

  • Green Resilient Energy for Economic Prosperity in Nepal - GREEN+  €EUR 23.6 million

This action supports strengthening the regional power distribution network in the Bharatpur, Butwal, and Pokhara area, enhancing the national electricity grid's evacuation of hydropower from plants and supplying electricity to domestic demand centres and transmission hubs. The main focus is to assist Nepal in its transition, towards a greener and more inclusive energy sector. This means that we promote equal access to energy and empower disadvantaged groups, including women and people with disabilities, in our support to the development of clean energy technologies, policies, and enhancing the capacity of grid stakeholders. The action is also jointly financed by the EU and Germany.

  • South Asia Sub-regional Economic Cooperation Electricity Transmission and Distribution Strengthening Project (SASEC ETDSP) – € 20.9 million

The action aims to expand and reinforce high-priority components of Nepal’s national electricity grid, to improve power evacuation from hydropower plants along with supply to electricity to domestic demand centres and transmission hubs for cross-border electricity trade. The project targets the expansion, reinforcement, and rehabilitation of electricity distribution infrastructure of Karnali and Lumbini provinces, to support efforts to progressively increase electrification in these remote areas, thereby reducing energy poverty and inter-provincial socioeconomic disparities, ultimately contributing to Nepal’s economic growth.
