1. Contracting authority

The Delegation of the European Union to Montenegro intends to conclude contracts with individual experts for the provision of services to the EU Delegation to Montenegro in different fields of expertise.

The contracts will be awarded following a negotiated procedure for each field of expertise. Only experts pre-selected among those having replied to this call for expression of interest will be invited to submit an offer. In the case of a high number of applicants for a specific field of expertise, only a limited number of applicants will be invited to submit an offer in the negotiated procedure.

2. Selection criteria

Lot 1- Public Finance Management (PFM)

  • At least 5 years but preferably 7 years of professional experience in public finance management;
  •  At least 3 years of relevant professional experience in monitoring and evaluating relevance and credibility of PFM reform programmes, including budget transparency;
  •  Experience in assessing the achievement of indicators, possible deviations and their reasons;
  •  Excellent command of written and spoken English

Lot 2 – Public Administration Reform (PAR)
 

  •  At least 3, but preferably 5 years of professional experience in working with public administration;
  •  Minimum 3 years of relevant professional experience in monitoring and evaluating relevance and credibility of PAR reform programmes, including optimization of civil service;
  •  Have sound knowledge about the EU policies for the reform of public administration and about the EU accession process;
  •  Experience in assessing the achievement of indicators, possible deviations and their reasons;
  •  Excellent command of written and spoken Englis

Lot 3 – Expert in evaluation and monitoring civil society grants and Financial Support to Third parties (FSTP)

  •  At least 3 years of professional experience in project management
  •  At least 2 years of relevant professional experience in monitoring and evaluation of projects.
  •  Experience of working with civil society.
  •  Work experience in the enlargement region and good knowledge with EU grants schemes
  •  Knowledge of the procedures for Procurement and Grants for European Union external actions – Practical guide (PRAG), ROM methodology and Project Cycle Management (PCM) is compulsory.
  •  Excellent command of written and spoken Montenegrin and English.

Lot 4 – IT expert

  • University degree of minimum three year’s duration, preferably in IT sciences or electrical engineering;
  •  At least 7 years of professional experience in the IT sector;
  •  At least 5 years of professional experience in development and integration of IT systems and/or development of Information Management Systems (IMS) and solutions;
  •  Excellent command of written and spoken English;
  •  Excellent presentation, communication, reporting and drafting skills;
  •  Knowledge of EU procurement rules or other procurement procedures;

Lot 5 – Expert in health care sector

  • Doctor of medicine or any other holder of Bachelor’s degree as a minimum with substantial experience in the health care sector;
  •  At least 3 years work experience in medical institutions or health authorities;
  • Sound knowledge about EU policies for health care sector reform and about the EU accession process;
  •  Experience in assessing reform programmes and actions in the health care sector;  Excellent command of written and spoken English;

Lot 6 – Expert in data collection and encoding of EU financial assistance

  • University degree of minimum three year’s duration;
  •  Excellent command in written and spoken English;
  •  IT literacy - conversant with Microsoft Office Package (Word, Excel, PowerPoint, the Internet).
  •  At least 5 years of relevant experience related to visibility, communication, donor coordination and/or data collection.
  • Experience related to the fields of this contract such as writing PR texts, promoting EU projects, organising events, collecting and disseminating data, data research.
  • Ability to transform complex technical language into easily digestible texts for wider audiences.
  • Knowledge of EU policies and project implementation.

Lot 7 – Expert in Social Policy and Employment Sectors.

  • University degree of minimum three year’s duration
  • At least 3 years of work experience in social or employment sectors with Montenegrin Institutions, International Organizations or Civil Society Organizations;
  • Experience in programming, monitoring or evaluating programs and action documents in the Social or Employment sectors;
  • Excellent command in written and spoken English;  Knowledge of EU policies and project implementation.
  • IT literacy - conversant with Microsoft Office Package (Word, Excel, PowerPoint, the Internet).
  • Experience in development, monitoring or evaluation of programing indicators will be an asset.
  • Knowledge with EU PRAG rules and procedures will be an asset.
  • Experience of work with indirect management with the beneficiary country (IMBC) will be an asset.

3. Value

The value of an initial contract will vary for each lot depending on the assignment and duration, but will not exceed 30,000 Eur.

4. Indicative start date and duration

Indicative start date is October 2022, and the duration of the contract shall vary according to the assignment and shall not go beyond 12 months.

4. Submission of expression of interest

Interested candidates should provide the following:

  •  Full contact details and indication of the Lot for which they are expressing interest;
  •  Completed declaration on honour to be found at: https://wikis.ec.europa.eu/display/ExactExternalWiki/Annexes#AnnexesAnnexesA(Ch.2):General (Annex A14a), stating that they are not in any of the exclusion situations and that they fulfil the selection criteria listed at point 2. The declaration of honour has to be duly signed and dated by the expert;
  • A CV in EU format and supporting evidence related to the selection criteria referred to in point 2.

The Contracting Authority may request the candidates to provide supporting evidence of nonexclusion.

5. Protection of personal data

If processing your expression of interest involves the recording and processing of personal data (such as your name, address and CV), such data will be processed pursuant to Regulation (EC) No 45/2001 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data. Unless indicated otherwise, your reply to this notice and any personal data requested are required for the purposes indicated above in point 4 and will be processed solely for those purposes by the contracting authority indicated in point 1, which is also acting as data controller.
