Funding and grants

The EU provides funding for a range of projects and programmes. It applies strict rules, for tight control over how funds are used and to ensure money is spent in a transparent, accountable manner.

With grants, we financially support specific projects or operations that are in line with our external action objectives. These financial donations can cover a wide range of sectors and areas and are usually awarded following a call for proposals. Any development organisation meeting the requirements of a specific call can apply for the related grant.

Support to Civil Society Organisations in the Republic of Moldova

Deadline for applications 28/05/2024

The global objective of this call for proposals is to empower civil society organisations (CSOs) to act as key contributors to the democratic and economic transformation of the country. This action aims to strengthen inclusive, resilient and democratic society by capacitating CSOs to participate meaningfully in socio-economic development of the country, implementation of reforms, accountability of institutions, ensuring fair and equal opportunities for all.

Support for the Media and Building Public Resilience to Disinformation – for the Republic of Moldova

Deadline for submission of concept notes: 03/05/2024 at 16.00 (Brussels time)

The global objective of this call for proposals is to contribute to the reforms in the area of media and to the public resilience to disinformation in line with the EU acquis and ILO standards.

The specific objectives of this call for proposals are:

  • Lot 1 – To support independent and free media in Moldova
  • Lot 2 – To support the public resilience to disinformation

Support Programme for the Development of Small and Medium-Sized Enterprises in Tourism

Deadline for implementation: by 2026

The programme promotes and facilitates tourism and entrepreneurship activities, the creation of new businesses, the increase of income in tourism and related sectors, including the promotion and export of specific Moldovan tourism products and services.

Financial support: up to 500 000 lei

Own contribution: minimum 30% of the value of the investment project

Access to non-reimbursable financing through the Programme is a maximum of 70% of the investment project amount.

The “Start for Youth” programme

Deadline for implementation: by 2025

The programme aims at encouraging entrepreneurship and business initiatives in an economy where creative young people can increase their competitiveness, keep up with technology, and are motivated to bring more financial security.

Financial support: up to 200 000 lei

Own contribution: minimum 30% of the value of the investment project

Access to financing through preferential interest loans with a non-reimbursable share of 15%.

Programme for Migrants and First-degree Relatives (PARE 1+2)

Deadline for implementation: by 2025

The programme facilitates access to finance for migrants (citizens of the Republic of Moldova working abroad) and their reintegration into society by promoting remittances through official channels, the adoption and implementation of best practices from the migrants' host countries and the transfer of technology to the Republic of Moldova.

Financial support: stage 1 up to 250 000 lei under “1+1” rule, stage 2 up to 500 000 lei under “1+2” rule

Greening Programme

The Greening SMEs Programme is implemented by the ODA to promote, support and develop the capacity of SMEs to adopt green practices in their production and service delivery processes.

Deadline for implementation: by 2025

The aim of the programme is to restore and increase their economic capacities by integrating digital technologies, creating new business models based on increased connectivity and harnessing innovative potential.

Retrofitting and Energy Efficiency Programme

Deadline for implementation: by 2025

The programme aims to increase the efficiency of small and medium-sized enterprises, replace inefficient technical equipment/machinery with modern technological solutions, optimise production costs through the implementation of energy efficiency measures and the use of alternative resources.

Financial support: up to 2,000,000 lei for technological and retrofitting measures

up to 1,500,000 lei for machinery, equipment and installations for the use of alternative energy sources

Own contribution: minimum 50% of the value of the investment project

The programme aims to reduce gender inequalities, help women acquire management skills through business development, mainly in rural areas, and increase their access to resources, services and modern technologies.

Financial support: up to 165 000 lei

The programme promotes and facilitates tourism and entrepreneurship activities, new business creation, income growth in the tourism and related sectors, including the promotion and export of specific tourism products and services of the Republic of Moldova.

With calls for proposals, the European Commission selects – on a competitive basis – organisations or natural persons to implement projects co-financed by the EU that contribute to EU policy objectives.

What types of funding are available?

The EU provides funding for a range of projects and programmes. It applies strict rules, for tight control over how funds are used and to ensure money is spent in a transparent, accountable manner.

EU funding comes in many different forms:

  • grants – typically, people apply for grants by submitting ideas for projects following a ‘call for proposals’
  • subsidies managed by national or regional authorities
  • loans, guarantees and equity as forms of financial assistance to support EU policies and programmes
  • loans to EU Member States and non-EU countries
  • prizes for winners of Horizon Europe contests.

Standard rules for grants

A grant is awarded based on a proposal made by an applicant to the contracting authority (usually in the frame of a call for proposals). The action to be covered by the grant must be clearly defined by the applicant in their proposal. Once the grant is awarded, the applicant becomes the grant beneficiary, is responsible for the implementation of the action, and owns its results.

Grants are governed by the following principles:

  • Transparency and equal treatment– The grant award process is a public and fully transparent procedure and it guarantees the non-discrimination of all applicants.

  • Nationality rule – Applicants for grant contracts must be established in an eligible country, as defined in the terms of the calls for proposals.

  • No-profit rule – The action covered by a grant may not generate profits.

  • Co-financing – Grants usually cover only part of the eligible costs and the grant beneficiaries need to pay part of the costs on their own.
    Exceptions– The 2018 financial regulation applicable to the EU general budget has introduced the possibility:

    • for grants to not be linked to costs

    • for a single lump sum to cover all eligible costs (financing in full)

  • Non-cumulation – A grant beneficiary may receive no more than one grant per action funded and no more than one operation grant per financial year.

  • Non-retroactivity – Grants may not be awarded to actions that are already completed or have already started.
    Exception – Exceptionally, if the applicant can duly justify the need for the action to start prior to the grant contract signature, we may accept for the grant to cover earlier costs.

Grant management modes: direct management

When we directly manage grants, we fill the role of the contracting authority, which means that we are responsible for the entire award procedure, from the publishing of calls for proposals to the award decisions, signing of the grant contracts, and monitoring of their implementation.

Calls for proposals and grants under direct management are subject to the prior publication of a related work programme.

Grant management modes: indirect management

Indirect grant management means that we have concluded a financing agreement with a third party (for example, the government of a partner country) which fills the role of the contracting authority, while we perform prior authorisation controls of the main steps of the procedure.

In most cases, the contracting authority must submit to us the details of the proposed grants and, where required, the draft grant contracts for endorsement. They also need to notify us once grant contracts are signed.

In exceptional cases, the contracting authority does not need prior authorisation from us to award a grant.
