GLOBAL GATEWAY IN MALAWI

The Global Gateway Africa – Europe Investment Package aims to support Africa for a strong, inclusive, green and digital recovery and transformation. The Global Gateway is Europe’s offer for connecting the world with investments and partnerships. It is delivered through a Team Europe approach and Team Europe initiatives, bringing together the EU, its Member States and their financial and development institutions. It also mobilises the private sector in order to leverage investments for a transformational impact.

 

With funding and investments worth at least EUR 1.17 billion in Malawi, the Global Gateway supports Malawi by:

  • Accelerating the green transition
  • Accelerating sustainable growth and decent job creation
  • Strengthening education delivery, training and research.

Accelerating the green transition – EUR 612 million

To tackle the global challenge of climate change and mitigate the impact in Malawi, the GG is maximising the benefits of a job-rich green transition while minimising threats to the environment, along 3 key areas:

  • Climate resilience and disaster risk reduction: 8 on-going programmes - total value of approx. EUR 56 million.

GG contributes to building resilience by supporting ecosystem-based sustainability and enhancing disaster risk reduction and climate change adaptation.

Key EU programmes: Support to decentralised natural resource management, land use planning and ecosystem preservation, Great Heart of Africa, NaturAfrica (landscape-level biodiversity conservation), Inter-Agency Anticipatory Action for DRM, Regional Responses to Climate Displacement.

  • Renewable Energy: 12 on-going programmes - total value of approx. EUR 400 million.

GG aims to increase production and distribution of renewable energy, strengthen access to affordable, reliable and sustainable energy as well as support regional market integration, sector reforms and promote the productive use and clean cooking.

Key EU programmes: Eastern Backbone Power Transmission, Mozambique-Malawi Interconnector, Zambia-Malawi interconnector, Energy sector governance programme.

  • Agri-food Systems: 5 on-going programmes - total value of approx. EUR 103 million.

GG seeks to upgrade sustainable agri-food systems by creating a conducive and transparent policy environment for sustainable private investments, enhancing investments in the agri-food and fish-processing sector, facilitating innovation and agricultural research and boosting improved nutrition.

Key EU programmes: UCHI-Greening and growing programme (climate-smart agriculture and value chain, nutrition in 10 districts), contribution to AGCOM 2.0 MDTF, Kulima - Access to Finance Facility, DeSIRA – climate smart innovations to improve productivity, Homegrown School Feeding Programme, CSOs capacity building, advocacy and initiatives in green advocacy, food fortification and infant foods  (under prepa).

Accelerating sustainable growth and decent job creation – EUR 455 million

The GG is mobilising substantial investments in Malawi, to boost regional economic integration and connectivity and spur growth and decent job creation:

  • Support to sustainable investment, business and trade: 13 on-going programmes - total value of approx. EUR 100 million

GG supports early stage businesses and young entrepreneurs, especially women, to launch, consolidate and grow sustainable, strong and inclusive businesses, create decent jobs. It also seeks to promote an enabling investment climate and business environment.

Key EU programmes: Tikuze Malawi (improving economic governance), Zantchito skills for jobs, Competition and Consumer Product Safety programme, SecFin Africa (combatting illicit financial flows).

  • Transport: 4 on-going programmes - total value of approx. EUR 355 million

GG supports a greater regional connectivity and mobility and trade through strategic corridors and by facilitating enabling infrastructure investment.

Key EU programmes: M1 northern segments (North-South Corridor – total of 300 km), including Songwe bridge at Malawi-Tanzania border crossing, Multinational Nacala Road Corridor (55 km), Chileka Airport rehabilitation.

Improving education, training and research – EUR 130 million

The GG support Malawi in providing quality education and training for children and youth, thereby providing opportunities available at the labour market, facilitating youth mobility, and fostering innovative solutions to enhance teachers’ competences and facilitate research.

  • Support to education and training: 6 on-going programmes - total value of at least EUR 130 million

Key EU programmes: Improving Secondary Education in Malawi Phase 2, Zantchito Skills for jobs, Malawi State & Resilience Building Programme, AfricaConnect 4 (high-speed digital connectivity for regional and national research and education networks), Regional Teacher Initiative for Africa, Erasmus+, Intra-Africa Academic Mobility Scheme.
