Global Gateway is the European strategy to boost smart, clean and secure connections in digital, energy and transport sectors, and to strengthen health, education and research systems across the world. Through a 'Team Europe approach', Global Gateway brings together the EU, its Member States and their financial and development institutions to mobilise the private sector to leverage investments promoting sustainable growth.

Between 2021 and 2027, Team Europe is mobilising up to €300 billion of investments for sustainable, transformational and high-quality projects, taking into account the needs of partner countries and ensuring lasting benefits for local communities. This allows EU’s partners to create resilient and sustainable societies and economies, but also create opportunities for the EU Member States’ private sector to invest and remain competitive, whilst ensuring the highest environmental and labour standards, as well as sound financial management.

The Rural Renewable Electrification project in South-East Liberia, part of the Global Gateway initiative, aims to enhance digital, energy, and transport links while strengthening health, education, and research systems. It seeks to boost socio-economic development and living conditions in Buchanan, Greenville, and Barclayville by providing reliable, affordable renewable energy. The project will electrify 17,064 homes, 1,442 businesses, and public institutions, and install 700 streetlights. With €42 million in funding, it is set to conclude by February 2027.

 

LEH GO GREEN (Let’s Go Green) will benefit approximately 30 forest communities and 500 households, aiming to enhance forest-based revenues and livelihoods for users and fringe communities in Liberia's Gola and Grebo-Krahn Landscapes. The project’s goal is to improve natural resource governance and create a supportive business environment for sustainable forest-based activities, aligning with the 2021–2024 framework. This initiative represents an investment of €4.68 million.

 

Youth Rising – EU Support to Technical and Vocational Education and Training (TVET) for Young People in Liberia

This Global Gateway initiative aims to strengthen Liberian youth’s employability and entrepreneurial potential through market-driven TVET programs. Liberian Vocational Training Centers (VTCs) will deliver high-quality, relevant, equitable, and gender-balanced TVET by enhancing private sector collaboration and improving management and delivery capacities at both government and provider levels.

The €25 million investment will support 10 TVET schools across 8 counties, train TVET teachers, and establish a Center for Professional Training, Research, and Innovation in Kakata.

 

PROBIO – Protecting Biodiversity Through Law Enforcement and Community-Led Initiatives

This €1.5 million initiative aims to safeguard Liberia’s biodiversity by combining community-driven conservation efforts with enhanced law enforcement. Special focus is given to Wild Life Trafficking.  

The project targets rare and threatened species such as West African chimpanzees and forest elephants, along with local communities near protected areas who rely on forest resources and wildlife for their livelihoods.

Action Components:

  • Develop a National Law Enforcement Strategy.
  • Establish and train community ecoguards.
  • Address Human-wildlife conflicts (HWC) through mitigation training and materials for farmers.
  • Improve wildlife crime prosecution and judicial training.
  • Create awareness campaigns targeting schools, markets, and the public.

 

Gateway Vocational Training - Technical and vocational education and training by the private sector in Liberia

EUR 8.95 Million Investment in Strengthening Liberia’s TVET Sector

Jointly financed by the European Union and Germany (German Federal Ministry for Economic Cooperation and Development), this project aims to empower Liberian youth by enhancing their employability and entrepreneurial potential.

 

Objective:

To equip young people with the skills to capitalize on economic growth opportunities through a strengthened and demand-driven Technical and Vocational Education and Training (TVET) sector.

 

Expected Outcomes:

Development of a private sector-driven TVET model. Improved alignment of TVET programs with labor market demands.

The EUR 8.95 million initiative spans 44 months.

 

One Landscape: One Vision – Enabling all stakeholders to achieve sustainability for people, forest and wildlife in the Wologizi-Wonegizi-Ziama landscape

The EU's contribution to this initiative amounts to €2.6 million and the project extends over 35 months.

Under the EU PAPFor program, the transboundary initiative focuse on the Wologizi-Wonegizi-Ziama (WWZ) landscape in Liberia and Guinea.

Objectives

  • Preservation of transboundary forests in the Upper Guinean ecosystem, a biodiversity hotspot hosting endangered species like western chimpanzees, pygmy hippos, and forest elephants.
  • Addressing threats like habitat loss, illegal wildlife trade, unsustainable farming, and climate change.

Action Components

  • Conservation: Establishing and managing protected areas, forest corridors, and participatory land-use plans.
  • Livelihood Development: Training communities in sustainable farming, agroforestry, and alternative income-generation methods.
  • Law Enforcement: Strengthening ranger capacity for patrolling and combating illegal activities.
  • Community Engagement: Supporting local governance structures for natural resource management and conservation.

 

Liberia Fisheries Governance Project

This EUR 938,372 initiative aims to strengthen governance, democracy, and accountability in Liberia’s coastal landscapes by enhancing the capacities of civil society organizations (CSOs) and media to safeguard the rights and livelihoods of fisherfolk.

The Objective: is to promote inclusive and sustainable resource governance through strengthened local CSOs, collaborative management approaches, and active participation of marginalized groups in the coastal economy.

Expected Outcomes: 1. Sensitize 1,000 fisherfolk on the Collaborative Management Association (CMA) model and establish one CMA in the target county. 2. Enhance the capacities of five local CSOs and two media agencies (with digital tools) to advocate for democratic governance. 3. Provide 1,000 women, youth, and persons with disabilities (PWDs) with livelihood skills to engage in the local economy.

Key Beneficiaries:

  • Local CSOs, including fisher groups, youth/women networks, and community organizations.
  • Media agencies, such as the Press Union of Liberia and the Association of Liberia Community Radios.
  • State agencies, including the National Fisheries and Aquaculture Authority (NaFAA) and target county authorities.
