The European Union Delegation to Liberia is looking for: Accounts Clerk in the Administration Section

Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to the Liberia, Monrovia works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Liberian government in areas that are part of the EU’s remit.
We offer
The post of Accounts Clerk (Local Agent Group III) in the Delegation’s Administration Section. The team consists of 4 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of the Administration Section, providing support, expertise and assistance in accounting, payroll and inventory management.
Following main tasks and duties are currently required:
- Initiation of invoices, internal documents and cost claims in the EU accounting system ensuring correct use of budget lines.
- Ensure correct justification/supporting documents for all payments.
- Preparation of monthly accounts reports to Headquarters (monthly closure).
- Follow up of replenishments of the Imprest Account.
- Budget reinforcement requests.
- Booking of expenses according to the accounting plan from Headquarters.
- Verification/calculation of various types of claims and advances.
- Encoding of cash transactions.
- Preparation of the draft budgetary revision and assist in finding relevant information needed.
- Prepare monthly updates on budget execution as well as reports as requested from Headquarters.
- Verification/calculation/payment of salaries to Local Staff and follow up on staff matters related to social benefits.
- Inventory management.
- Filing of documentation relating to above tasks.
- Fill in for the Accounting Assistant when absent.
- Participate in section meetings.
- Assist the Head of Administration as requested.
The base salary will depend on relevant and verified employment experience. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.
The expected start date will be January 1st 2025.
Minimum requirements / eligibility criteria (necessary for the application to be considered)
- Minimum of secondary education diploma or equivalent.
- Minimum of 3 years of professional working experience in a similar position.
- Excellent command (C2) of spoken and written English.
- Right to reside and work in Liberia.
- Medical fitness to carry out the tasks assigned.
Assets / selection criteria (basis for awarding points to select the best applicant)
- University Diploma in a related field (such as accountancy, economy, financial management…) will be considered as an asset;
- Experience in using accrual based accounting software for at least 2 years;
- Financial management working experience of at least 2 years;
- Budget monitoring working experience of at least 1 year;
- Experience in international organisations or diplomatic missions, non-governmental organisations, large private companies or similar organisations/institutions, with emphasis on accounting and procurement, with a minimum of 2 years.
Skills requested:
- Computer literacy (word, excel), e-mail software and Internet applications.
- Knowledge of SAP would be considered an advantage.
- Aptitude to communicate in a clear and concise way and with talent for feedback.
- Capacity of listening and sharing information, aptitude for teamwork, sociability skills. Ability to relate and work well with people from different backgrounds.
- Ability to take and precisely execute instructions and meet deadlines. Disciplined and focused. Capacity of analysis and identification of priorities and solution to problems. Eye for details/accuracy. Excellent planning capacities and ability to deliver in a structured way. Ability to work in a proactive and autonomous way.
- Rigorous in applying the procedures. Excellent ethics. Respect of confidentiality of treated files. High sense of responsibility, discretion, honesty and availability. Very well organized.

The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates, based assessment of the information provided in the cover letter, CV; practical testing and interviews. The best candidates will be invited to the final interview.
