This Invitation for Bids follows the General Procurement Notice for this project that was published in Development Business Online, Reference No. IDB452-14/19 of April 26, 2019.

The Government of Jamaica has received financing from the Inter-American Development Bank (IDB), and the European Union-Caribbean Investment Facility (EU-CIF) toward the cost of the Support for the Health Systems Strengthening for the Prevention and Care Management of Non-Communicable Diseases Programme,(HSSP) and intends to apply part of the proceeds to payments under the contract for the Procurement of Works in three (3) health facilities in the Parish of St. Catherine, Jamaica divided into Lots as follows:

Lot 1 - Procurement of Works Old Harbour Health Centre

Lot 2 – Procurement of Works Greater Portmore Health Centre

Lot 3 - Procurement of Works St. Jago Park Health Centre

This contract is financed by funding provided by the EU-CIF in support of HSSP implementation. This funding is managed by the Inter-American Development Bank on behalf of the European Union.

The Ministry of Health and Wellness (MOHW), now invites bids from eligible and qualified bidders to provide the required works.       

Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the Inter-American Development Bank’s: Policies for the Procurement of Goods and Works financed by the Inter-American Development Bank, GN-2349-15, the EU Rules on participation in procurement procedures as set out in the Practical Guide to Contract Procedures for EU External Action (PRAG) and is open to all eligible and qualified bidders as defined in the Inter-American Development Bank policies and the European Union eligibility rules and procedures.

Bids shall be open to individuals and firms from any member country of the Inter-American Development Bank any member state of the European Union and other eligible non-member countries (“Other Eligible Countries”) contemplated in the applicable regulatory provisions of the EU. The European Commission will publish the list (or any updates thereto) as Annex A2a of the “PRAG” which is available on its Internet website https://wikis.ec.europa.eu/display/ExactExternalWiki/ePRAG . For the avoidance of doubt, the list of eligible countries is based on the latest version of the PRAG published by the European Commission on that website. The Bank requires compliance with its policy in regard to fraud and corruption and prohibited practices as set out in Section 3 of the Instructions to Bidders of this Bid Document. Additionally, natural or legal persons are not entitled to participate in this bidding procedure or be awarded a contract if they are in any of the situations mentioned in Section 2.4. of the PRAG (EU restrictive measures). Economic resources provided by the Employer under this contract shall not be made available to, or for the benefit of, third parties - whether entities, individuals or groups of individuals designated by the EU as subject to restrictive measures in the lists provided at www.sanctionsmap.eu (“EU Restrictive Measures”).

Interested eligible bidders may download the Bidding Document from the Government of Jamaica Electronic Procurement website – www.gojep.gov.jm from October  12, 2023.  To participate in this tender opportunity, bidders must first be registered and be familiar with the electronic Procurement System. Registration instructions are available at www.gojep.gov.jm . To register, please select the Register as a supplier link from the system home page. Bids must be submitted online via www.gojep.gov.jm no later than 3:00PM, November 30, 2023 (lo. cal time). Late bids will be rejected.
