Introduction:
The main objective of this project is to support Ethiopia’s 10 Years Perspective Development Plan and 3 years development strategy through enhanced aid effectiveness and constructive policy dialogue between the Government of Ethiopia (GoE) and members of the Development Partners Group (DPG). Its purpose is to assist both the GoE and the DPG in their common efforts to reduce poverty and improve the impact of development assistance in Ethiopia. Originally designed in 2001 to support the Government’s design of the first Poverty Reduction Strategy Paper (PRSP), the Project is now in its sixth phase and partners have aligned their programming to support the realisation of the GoE’s Development Plans and internationally agreed Sustainable Development Goals (SDGs). The DPG Pooled Fund project is one mechanism to promote partnership dialogue and aid effectiveness.
Objectives:
Ethiopia is known for its strong leadership and the government’s commitment towards promoting alignment between Development Partners’ (DPs) assistance and the administration’s priorities, which are two fundamental elements needed to achieve common objectives and to improve aid effectiveness. However, the aid ecosystem in Ethiopia is complex. There are currently more than 40 bilateral and multilateral DPs, DAC and non-DAC members, including non-traditional donors like China, the latter which is well positioned to be Ethiopia’s main economic partner. In such a context, aid effectiveness and harmonisation pose a challenge. An increase in ODA or other support may not automatically translate into increased predictability or efficiency of aid.
Development Partners Group (DPG) pooled fund project is a mechanism to promote partnership, dialogue and aid effectiveness supporting DPG/Government of Ethiopia’s joint work.
More specifically, the project seeks to create impact on:
- Decisions making: a structured, inclusive and evidence-based policy dialogue;
- Decisions’ implementation: close coordination and optimised GoE/DPG and SWGs alignment;
- Monitoring and Evaluation: transparency, mutual accountability and result oriented approach supported at national and sub-national level.
Project Activities:
- Organise High–Level Government-Development Partners Policy Dialogue and follow up on commonly agreed priorities and Action points;
- Organise DPG Executive Committee, Heads of Agency Meetings;
- Provide training for all line Ministries and technical support on demand bases on pilot Monitoring and Evaluation (M&E) system and capacity reform based on recent M&E system capacity needs assessment of federal sectoral ministries;
- Organise DPG meetings Government of Ethiopia/Development Partners dialogue – MoF and HoA bi-monthly
- Implement recommendations of the scoping study on the Aid Information Management System
- Organise new and refreshment training on Aid Information Management data entry for Development Partners and Ministry of Finance staff
- Prepare Official Development Assistant Statistical Bulletin – Graphics design and publication of ODA statistical bulletin.
Expected Results:
- High-Level Forums – The high-level forums take place twice a year. It is organised by the MoF with support from the DPG Secretariat.
- High-Level Ad hoc Meetings between the Deputy Prime Minister and DPG Advisory Committee members to reinforce collaboration and high-level discussions on key priorities in emergency situation;
- MoF/HoA every other month meetings – This is co-chaired by the MoF and DPG Co-chairs. Heads of Agency only meetings, MoF/DPG co-chairs monthly meetings, the DPG Advisory committee, composed of ten DPG Heads of Agency and Sector/Technical working group’s discussions.
