NOTICE OF SALE FORMER OFFICE EU DELEGATION IN SAN PEDRO, SAN JOSÉ, COSTA RICA
Purpose and scope
The European Union (the Seller) is selling its former premises used as office of its EU Delegation in Costa Rica and inviting individuals or entities interested in buying this property (the Bidder) to submit an offer.
The property
The property is one floor of 846.72 m² of useful area, with 244.12 m² parking space (16 slots), in an office building situated at Ofiplaza del Este condominium in Mercedes de Montes de Oca, San José.
The property is located on the third floor of building D and covers an entire floor of useful area. Having four completely glazed facades, it allows exceptional natural lighting and views towards the four cardinal points of the Central Valley of San José. The surroundings of the property correspond to a commercial service area of high socioeconomic level. The property is located just 100 meters from the city's ring road, 150 meters from the University of Costa Rica, 30 minutes from Juan Santamaría International Airport and 10 minutes from downtown San José. In the surroundings, there are important institutional and academic buildings and offices in general. Within the condominium you can find renowned national and foreign companies.
Both the entrance and the exit of the condominium have security booths, mobile barriers and closed-circuit security cameras for the entire condominium. Outside of building D there are numerous parking spaces for visitors. The sale includes sixteen parking spaces in the basement of the same building D and its own power plant on the same basement level.
The third floor can be accessed by stairs or elevator from the parking basement or from level 1 access.
The office space is approximately 30 years old and is made up of access and exit areas in case of emergency, wide corridors, management and shared offices, conference rooms, dining room, and accessory spaces such as warehouses, restrooms, and electromechanical rooms.
The construction materials are as follows: structural walls and main ducts in concrete masonry, internal walls in concrete masonry and gypsum, suspended mineral fiber ceilings, concrete floor covered with teak parquet, roof in enameled galvanized iron sheet, metal roof trusses, solid wood doors, anodized aluminum window frames and security doors at the entrance and exit.
The property for sale would necessitate a remodelling of the internal space.
Site visits
The property can be visited during working days from Wednesday, 27/03/2024 until 05/04/2024 upon confirmation of appointment by the Delegation. The email address to request an appointment is [email protected] (Head of Administration).
Visits are limited to 2 (two) persons per Bidder who must present their ID card and provide their contact details for security reasons.
Submission of offers
The offer must be sent duly signed and dated by the Bidder, by close of business on 16/04/2024, using one of the following methods:

The final price might be negotiated with the highest bidders considering that the minimum bid shall be at least USD 800.000.
Financial data of the offer must be expressed in EUR or in USD. For References to amounts originally expressed in a different currency, the conversion to EUR shall be made in accordance with the InforEuro exchange rate of the month and year corresponding to the deadline for submitting offers.

All costs incurred for the preparation and submission of the offer and costs related to the sales transaction (such as transfer costs) are to be borne by the Bidder and will not be reimbursed. The offer submitted should exclude such costs.
The offer must be valid for 6 months from the closing date of submission of the offers. Offers may be altered or withdrawn by written notification prior to the deadline for the submission of offers. No offer may be altered after this deadline.
This Notice is in no way binding on the Seller. The Seller's contractual obligation commences only when a sales contract with the successful Bidder is signed by both parties.
The EU Delegation will at its sole discretion award the sale to the highest offer. The EU Delegation reserves the right to not award or to withdraw the sale at any time without Bidders being entitled to claim any compensation.
Data protection
If processing an offer involves the recording and processing of personal data (such as name, address, contact details and passport), such data will be processed pursuant to Regulation (EU) 2018/1725[1] of 23 October 2018 on the protection of natural persons with regard to the processing of personal data by the Union institutions, bodies, offices and agencies and on the free movement of such data, and repealing Regulation (EC) No 45/2001 and Decision No 1247/2002/EC. Unless indicated otherwise, any personal data will be processed solely for evaluation purposes of offers received following this notice by the EU Delegation in Costa Rica acting as data controller.
