Early Warning Mechanism for Conflicts

Funded by the European Union for 2 million euros, this 48-month project is implemented by the Institute for Security Studies (ISS). Focused on an enhanced early warning mechanism, the project aims to identify and quickly take appropriate measures to mitigate the onset, duration, intensity, and consequences of various types of political violence, ranging from community conflicts to large-scale war.

The project revolves around the following priorities:

  • Design a proposed early warning system for the Great Lakes Region anchored on the ICGLR
  • Monitor and conduct timely investigations on security incidents by establishing situation rooms within the ICGLR and its decentralized organs
  • Develop joint reports, policy briefs, and documents on conflict prevention, peacebuilding, and early warning and intervention in case of conflict to inform decision-making on threats to peace and security
