Speech by the Head of EUD/EUSR in BiH, Luigi Soreca at the EUFOR Change of Command ceremony

Dear Ministers,

Dear Generals,

Dear Excellences and distinguished guests!

 

Today, we witness all together a moment of great significance – the Change of Command ceremony for the EU Force in Bosnia and Herzegovina.

In this tradition, Major General Florin-Marian Barbu of Romania assumes command from Major General László Sticz, ushering in a new chapter of leadership for one of the European Union’s most distinguished peacekeeping missions.

In December 2024, we honoured 20 years of EUFOR’s steadfast presence in Bosnia and Herzegovina, reminding us of the European Union’s enduring commitment to fostering peace and stability in the country and beyond, but also the country’s future as a single, united, independent and sovereign member of the EU.

EUFOR Althea remains a cornerstone of the EU’s integrated approach to support local authorities in maintaining a Safe and Secure Environment while promoting lasting stability. With its Executive Mandate renewed by the UN Security Council on 1 November 2024, the Mission underscores both its vital role in safeguarding the security of, and reassurance for, Bosnia and Herzegovina, but also as a strong testament to the EU’s enduring geopolitical commitment.

Against this backdrop, the European Union will continue to support the Armed Forces of Bosnia and Herzegovina in their efforts to advance their military capacities and capabilities.

In the last years, the EU has made two substantial contributions  to the Armed Forces of Bosnia and Herzegovina under the European Peace Facility in the area of demining, and by providing essential equipment to enhance the capacities of the AF BiH. This support intends to further substantiate the country’s role as a security provider for the EU, given the numerous participations of the country in international missions.

Let me also remind you that a safe and stable environment is essential for BiH’s progress on its EU path. As reaffirmed by the European Council in March 2024, the Commission stands ready to present the negotiating framework as soon as Bosnia and Herzegovina has taken ‘all relevant steps.

Regrettably, we all witness that – despite notable progress at the beginning of last year – the country still faces significant challenges. In a region marked by growing geopolitical tensions, we have to  acknowledge that divisive commemorations, secessionist rhetoric, undermining of the constitutional order, attacks against returnees continue.

Such actions have no place in a country aspiring to become an EU Member State and authorities must take concrete steps to avert these negative trends. We have to do everything possible for this year – 30 years after the signing of the Dayton Peace Agreement – to be the year in which Bosnia and Herzegovina takes a transformative step forward towards EU membership.

Moving decisively from Dayton towards Brussels means strengthening democratic institutions, improving the economy, and ensuring stability and prosperity for all citizens. The path from Dayton to Brussels is about more than meeting technical benchmarks; it is about creating a society where every citizen have a stake in its future, where the rule of law is upheld, and where this country’s potential is fully realized.

In conclusion, EUFOR has been a pillar of regional stability since 2004, and under the exemplary leadership of Major General László Sticz, has steadfastly fulfilled its vital mission, continuing to play an indispensable role in the country’s progress.

Major General Sticz, dear László, on behalf of the European Union I would like to convey my sincerest gratitude to you, for your military leadership, exceptional spirit of cooperation and for your efforts to strengthen EUFOR’s capabilities. On a personal basis, let me also thank you for our excellent and loyal cooperation during the last 5 months.

Major General Barbu, welcome! I am very much looking forward to working with you and wish you all the best for your tenure!
