EU4Digital Justice, an Integrated Case Management System for the judiciary in Albania

Albania will establish an integrated case management system for the judiciary in the framework of EU4Digital Justice. Serving approximately 550 users across 20 offices and including business process mapping, it aims to strengthen the rule of law and increase trust in the justice system in Albania by enhancing the efficiency, transparency, and effectiveness of the judicial system through digitalisation, aligning with EU standards.
The project EU4Digital Justice: “Support to the Rule of Law through Digital Transformation” was launched on Thursday at Europe House, by the European Union Delegation to Albania and UNOPS, in the presence of high-level representatives from the Ministry of Justice, General Prosecutor Office, High Judicial Council, the Information Technology Centre for the Justice System (IT Centre), the Swedish Embassy and other key stakeholders.
Overcoming manual processes, the lack of centralized data, statistics and inefficiencies in case tracking, the project will facilitate coordination between different stakeholders and allow digital cooperation between courts and electronic submission of documents.
“The EU for Digital Justice project is an important milestone in the process of implementation of the reform of the Justice sector in Albania. This is also a key requirement under Cluster 1, which sets the pace for Albania’s EU membership negotiations. The establishment of a modern case management system, in line with EU standards, will help Albanian judicial institutions to improve their performance. Through this project and the overall support of the EU to Albania’s justice reform, has a main objective: providing Albanian citizens with a quality and efficient public service of justice”, emphasised the EU Ambassador to Albania, Silvio Gonzato.
The main beneficiaries of the project are the Centre for Information Technologies in the Justice Sector and the General Prosecutor’s Office. While IT Centre has advanced on the implementation of the roadmap and the interoperability framework for the digitalization of the justice system of Albania, the project ensures a comprehensive change management approach to address past challenges and guarantee successful adoption and integration of the new system. An integrated system for managing every file registered by the justice system, is expected to be accessible from every city in Albania and facilitate the work of the justice system.
The project aims to establish a data warehouse and Business Intelligence (BI) system to improve the efficiency and transparency of Albania's judiciary by facilitating the production and sharing of reliable statistics across institutions. The BI system will align with CEPEJ judicial indicators and national reporting standards, addressing current gaps in systematic data collection. Close collaboration with national counterparts will ensure compliance with national laws and EU regulations, creating an adaptable and cohesive approach to judicial data management.
BACKGROUND INFORMATION
The EU4Digital Justice project, implemented by UNOPS and funded by the European Union under IPA III with a budget of EUR 7.5 million, aims to transform Albania’s justice system through digital innovation. Over 48 months, the project will establish a modern Case Management System for the Prosecutor’s Office, enhance the Information Technology Center for the Justice System capacity and implement Business Intelligence tools for data-driven decision-making. This initiative seeks to strengthen the rule of law, improve institutional efficiency, and provide faster, more transparent justice services aligned with the EU standards.
