PROPERTY PROSPECTING NOTICE – Offices

Reference: Office building search -2021

 

GENERAL INFORMATION

The purpose of this notice is to inform real Estate agents and any other interested economic operators about the real Estate needs of the Delegation of the European Union to West Bank and Gaza (the ‘Delegation’) in East Jerusalem and to collect information on properties and real Estate projects in that area.

The Delegation is looking for office space to rent or purchase in East Jerusalem located in:

  • Sheik Jarrah
  • French Hill
  • Wadi Al Joz
  • Shuafat Sahel
  • Beit Hanina

The total gross surface required is between 2,700 and 3,350 sqm; net surface should be between 2.385 and 2760 sqm.

In order to meet the needs of the Delegation, the building or offices should:

  • be legally authorised for use as a Diplomatic Mission;
  • be completed and available for occupation by December 2022 at the latest. Projects with building permit already validated may also be considered;
  • be fitted out for office space. Base buildings (shell and core) may also be considered if the owners offer to fit them out as required before occupation by the Delegation;
  • be suitable for accommodating around 80 members of staff in an office area with direct daylight;
  • ideally offer access to 46 parking places.

The proposed contract will be either a lease or a purchase agreement in the name of the European Union (the ‘EU’). The contracting authority will be the European External Action Service (the ‘EEAS’).

PURPOSE OF PROSPECTING THE LOCAL MARKET

The purpose of this notice is to collect information about properties and real Estate projects that can meet the needs of the Delegation. The information provided will be used to ascertain if they meet those needs or not. Please indicate whether the premises/buildings are “for sale” or “for rent”.

Based on the information received, if the Delegation considers that all or some of the properties (or projects) offered can meet its needs, it will launch a negotiated procedure in accordance with Article 164(d) of Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union (the ‘Financial Regulation’) and Point 11.1(g) of Annex I to the Financial Regulation.

This publication does not constitute, nor should it be construed as, a commitment on the part of the EEAS in its procurement procedures.

NOTIFICATION

All property market participants and other interested economic operators owning or holding any property (or project) which can meet the Delegation’s needs are encouraged to notify the Delegation, by close of business on 31st March 2022 using one of the following methods:

Notifications will be deemed as valid and taken into account only if they are submitted within the deadline stated above and if they include at least the following information:

  • Identity of the owner/holder of the premises/building and, if applicable, identity of the representative of the owner/holder of the premises/building;
  • Detailed description of the premises/building (including exact size of net surface area);
  • Status of completion of the premises/building;
  • Plans of the premises (.pdf/.cad), fitted and/or non-fitted, : Ground floor + proposed floors + Parking + Surroundings
