Who we are
The European Union Delegation to Cuba is one of the 145 delegations of the European Union in the world and its diplomatic representation on the island. It deals with political, economic, trade and cooperation issues, in close coordination with the embassies of the 17 Member States of the European Union accredited in the country, as well as with the concurrent embassies of the other Member States operating from abroad.
Our mission
The European Union Delegation in Havana is the diplomatic representation of the European Union in Cuba
The European Union and Cuba established diplomatic relations in September 1988. In 2003, the European Union opened a representation office in Havana, which was later promoted to the fully-fledged EU Delegation to Cuba in 2008.
With the creation of the European External Action Service (EEAS) by the Lisbon Treaty which entered into force on 1 December 2009, the European Union has pushed for a more coherent and effective foreign policy to have a further impact beyond its borders.
Thus, the EU Delegation to Cuba functions as a diplomatic mission similar to any other embassy accredited in Cuba and has the following functions:
- Represent the European Union in Cuba.
- Permanently chairing the group of Member States.
- Defend the position of the European Union in various areas.
- Coordinate the implementation of the Political Dialogue and Cooperation Agreement between the European Union and Cuba, provisionally in force since 1 November 2017.
- Identify, plan and implement development cooperation programmes in Cuba.
- Inform the relevant sectors of Cuban society about the activities and actions of the European Union.
- Participate in the preparation and negotiation of agreements between Cuba and the European Union.
- Ensure the follow-up of all signed agreements.
Our Delegation
Structure and functions
The Delegation of the European Union to Cuba is led by an Ambassador/Head of Delegation and has three sections:
- Political, Trade, Press and Communication Section.
- Cooperation Section.
- Administration Section.
The Delegation is also represented by a member of the Contracts and Finance Section that is based on the European Union Delegation to the Dominican Republic.
