About the Delegation of the European Union to the Central African Republic.

What we do

The Delegation of the European Union (DUE) in the Central African Republic officially represents the European Union in the country. Present in the Central African Republic since 1957, the EU representation in the CAR has become, with the entry into force of the Lisbon Treaty in December 2009 and the creation of the European External Action Service (EEAS), a diplomatic mission fully accredited according to the Vienna Convention. The Delegation is currently headed by Ambassador Douglas Darius Carpenter.

Our Delegation is also responsible for representing the European Union to the Commission of the Economic and Monetary Community of Central Africa (CEMAC) with which we maintain close relations.

The Delegation of the European Union in the CAR is part of a global network of around 130 Delegations attached to the EEAS and working in close collaboration with the diplomatic missions of the Member States. The Delegations and the EEAS support Mr Josep Borrell, the High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission. The Delegation follows the local application of European Union policies in all sectors, and promotes and defends the values of the European Union. It is heavily involved in addressing multilateral and global challenges such as climate change, energy, peacekeeping, conflict resolution, and the entrenchment of democracy and good governance.

Development cooperation with African, Caribbean and Pacific States was until recently mainly financed by the European Development Fund (EDF), framed by the Cotonou Agreement, the legal basis for partnership between the European Union and the countries of Africa, the Caribbean and the Pacific (ACP). The EDF has been replaced in 2021 by a new European neighbourhood and cooperation instrument, known as “Global Europe”.

The Delegation also manages the contributions of several other financial instruments in CAR, including the Instrument for Stability and Peace and several thematic lines. In addition to these traditional instruments, and taking into account the very specific challenges of reconstruction which CAR has faced, the European Union created in 2014 with several partners a specific fund, the Trust Fund Bêkou ("hope" in Sango) – this was the first such financial instrument created by the EU for a particular country.

The Delegation is the official channel for diplomatic relations between the EU and CAR, and manages a large cooperation programme, particularly in the areas of security, justice, health, education, infrastructure, food security, conflict reduction, governance and public finances.

The European Union provides significant humanitarian assistance, managed by the European Commission’s humanitarian aid and civil protection service, known as ECHO.

The EU and its Member States have also two dedicated missions in CAR under the Common Security and Defence Policy of the EU. EUTM-RCA is a military training and advisory mission to the Central African authorities, to recreate a professional, representative Central African army under democratic control. This mission took over from the military advisory mission, EUMAM (January 2015-July 2016), which itself succeeded Operation EUFOR RCA, deployed in April 2014 in Bangui during the acute period of the conflict.

On December 9, 2019, the EU also created the new European Union advisory mission to the Central African Republic EUAM-RCA, launched on July 31, 2020. This civil Common Security and Defense Policy (CSDP) mission support the reform of the internal security forces – including the police and gendarmerie. It coordinates closely with EUTM-RCA, the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) and the international community.
