Erasmus+ is the EU's programme to support education, training, youth and sport in Europe. 

It has an estimated budget of €26.2 billion. This is nearly double the funding compared to its predecessor programme (2014 – 2020). 

The 2021 – 2027 programme places a strong focus on social inclusion, the green and digital transitions, and promoting young people’s participation in democratic life. 

It supports priorities and activities set out in the European Education Area, Digital Education Action Plan and the European Skills Agenda. The programme also:

• Supports the European Pillar of Social Rights. 
• Implements the EU Youth Strategy 2019 – 2027. 
• Develops the European dimension in sport. 

Erasmus+ offers mobility and cooperation opportunities in 

• Higher education. 
• Vocational education and training. 
• School education (including early childhood education and care). 
• Adult education. 
• Youth. 
• Sport.

In 2008, the EU and Cabo Verde signed a Mobility Partnership that provides a framework for political dialogue and cooperation on migration. This agreement is two-dimensional and includes a Visa Facilitation and a Readmission agreement. 

As a result of this agreement, a Common Centre of Visas was established in Praia, Santiago Island. This centre is managed by one Member State of the EU (Portugal in partnership with Luxemburg and Belgium) and processes visa requests to 17 European countries (Austria, Belgium, Czechia, Estonia, Finland, France, Germany, Hungary, Italy, Lithuania, Luxembourg, Netherlands, Norway, Portugal, Slovakia, Slovenia,  Switzerland). The Visa Facilitation Agreement has been revised recently. This revision introduced some changes that aim to simplify even further Visa Procedures. Namely, the agreement reduces the taxes associated with the Visa request; enlarged the categories that are eligible to request a multi-entry visa; and simplified the requested documentation. 

The formal procedures for the adoption of the revision of the agreement are currently ongoing, and it is expected that it will enter into force still in 2021.  

As a consequence of the spread of COVID-19 Infections throughout the world, some travel restrictive measures have been in place to slow down the spread of coronavirus. 

In this context, EU Member States have agreed on a common approach to travel from non-EU countries to the European Union, set in a Council recommendation. 

In addition, when the epidemiological situation in a country improves sufficiently, the Council can include it on the list of countries from where all travel should be possible, regardless of vaccination status. More information on this list here. 

In the context of COVID-19 travel restrictions, Cabo Verde has placed a request for an Equivalence Decision under Regulation 2021/953  regarding the Digital COVID-19 Certificates, where it applied for the recognition of the validity of the “Nha Card” and acceptance of this document for entry into the territory of the EU. The assessment of this application is currently ongoing.
