About the Ambassador
Jaume Segura Socias is the Head of the European Union Delegation to Bolivia. He previously served as Head of the EU Delegations in Honduras and El Salvador. He was also Spain's Ambassador to the Dominican Republic.
Segura is responsible for directing political, economic, and cultural dialogue with Bolivia, as well as overseeing the implementation of €104-million cooperation and grant program (2021-2024) from the EU in support of the Bolivian government's development plans in two priority areas:
- Environment, climate change, and inclusive economic development, with a focus on sustainable environmental management, water and sanitation, and rural development
- Governance and human rights, including the rule of law, the fight against corruption, and drug trafficking.
The diplomat holds a Law degree from the University of Barcelona, Spain, a master’s degree in International Politics from the Free University of Brussels, and graduate degrees in Public Administration (IESE Business School of the University of Navarra) and Leadership (Harvard University).
Since 2001, Segura has served in Jamaica, Guinea-Conakry and Mexico. He also worked as Secretary General of the Spanish National Commission for Cooperation with UNESCO, Chief of Staff to the Spanish Minister of Foreign Affairs and Cooperation, and Chief of Staff to the Spanish Minister of Health and Social Affairs. In addition to his native Spanish and Catalan tongues, he also speaks English and French.
Segura is also a writer of several press articles and a member of the Editorial Board of the magazine Tiempos de Paz in Spain. Additionally, he is the author of the books Tal vez, un día (2019) and Evagrio(y yo) (2024). He is married and has two children.
